About the role
The Opportunity:
Join our team as a Requirements Analyst supporting a large-scale Federal HR modernization and PeopleSoft HCM implementation effort. This role serves as a key liaison between business stakeholders, product leadership, development teams, and solution architects to drive requirements management, backlog refinement, Agile delivery readiness, and HR system implementation activities. The ideal candidate possesses strong Federal HR domain knowledge, PeopleSoft experience, and the ability to lead complex functional discussions across cross-functional teams.
Responsibilities:
• Gather, analyze, document, and refine business and system requirements for HR/HCM solutions, including creation of user stories, acceptance criteria, process flows, and related functional documentation.
• Collaborate with business stakeholders, developers, testers, and solution architects to clarify functional requirements and system behavior.
• Assist with identifying system impacts, dependencies, risks, and gaps related to functional requirements.
• Attend planning meetings to review system capabilities and limitations, relay information, and make recommendations to leadership.
• Communicate updates on modifications, enhancements, migrations, and outages.
• Support Agile delivery activities including sprint planning, backlog refinement, and testing coordination.
• Perform other duties as assigned.
Qualifications:
Required:
• Must have an active TS/SCI clearance with polygraph
• Bachelor's degree in IT or related field or equivalent experience
• Minimum of 10 years of related experience.
• Understanding of HR/HCM system functionality and Federal HR.
• Proficiency in IT tools and databases, with the ability to quickly learn new systems and tools.
• Proficiency in Excel, PowerPoint, and other presentation software.
• Experience with basic platforms such as SharePoint.
• Ability to work with multiple sources of data and manipulate data into logical formats.
• Strong relationships and communication skills.
• Detail-oriented with the ability to work both independently and as part of a team.
• Ability to succeed in an environment with conflicting priorities.
• Positive attitude and strong work ethic.
Desired:
• Experience with Oracle PeopleSoft.
• Experience with Human Resource IT system implementation.
• Strong data and analytical skills.

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
