About Us

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

Description of Work

The primary purpose of this position is to lead the Agency’s accounting, financial reporting, and internal control functions to ensure accuracy, transparency, and compliance with state, federal, and governmental accounting standards. The role oversees preparation of major statewide reports, directs grant and receivable management, maintains accounting policies and systems, and serves as a key liaison with auditors and oversight authorities. It also provides leadership for staff within the Accounting Controls and Reporting Section and serves on the Agency Financial Services Leadership team which provides leadership for the office.

Job Responsibilities:

Lead DPI’s accounting and financial reporting activities, including state appropriations, federal grants, School Nutrition funds, and multiple revenue sources.

Coordinate preparation of DPI’s Annual Comprehensive Financial Report (ACFR) and agency financial statements encompassing more than 325 public school units.

Ensure compliance with Office of State Budget & Management (OSBM), Office of the State Controller (OSC), Governmental Accounting Standards Board (GASB) standards, and DPI financial policies.

Design, implement, and monitor effective internal controls, including oversight of the EAGLE internal control risk assessment process, to reduce audit risk and questioned costs.

Serve as the primary liaison with state auditors, internal auditors, OSC, and other external stakeholders, coordinating audit responses and financial compliance efforts.

Manage and develop a team of professional accounting and finance staff while leading accounting system modernization and automation initiatives.

Agency Financial Services (AFS) provides statewide financial leadership and operational support for the North Carolina Department of Public Instruction (DPI). The division oversees financial planning, budgeting, accounting, reporting, grants administration, purchasing, and audit coordination to ensure fiscal integrity and compliance for public education programs statewide. AFS serves as DPI’s primary point of contact for internal and external audits and plays a critical role in safeguarding public funds while supporting the department’s mission to serve students, educators, and communities across North Carolina.

Minimum Education and Experience

Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and six years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements, and reports; of which at least two is supervisory; or equivalent combination of education and experience. Some positions may require certification as a Public Accountant.
