Purpose of the role

To deliver data-driven oversight and constructive challenge on NAPA submissions raised by the Business, ensuring full alignment with Barclays’ functional, regulatory, and compliance standards. Evaluate the integrity and effectiveness of the bank’s internal control framework to proactively mitigate operational, financial, and reputational risks. Strengthen the Risk Function’s role in safeguarding the bank’s resilience by assessing control adequacy and identifying gaps. Lead governance across product design and review processes to uphold robust risk management discipline and control adherence. Champion a culture of accountability and transparency through rigorous oversight, enabling informed decision-making and sustainable risk mitigation.

Accountabilities

  • Risk Assessment Expertise: Leverage deep knowledge of business areas, products, processes, and platforms to assess and manage risk effectively.

  • Stakeholder Collaboration: Work closely with stakeholders across the bank to enhance control effectiveness through thorough documentation of assessments, procedures, and findings.

  • Team Leadership & Oversight: Actively manage the team to deliver key activities, including technical reviews, stakeholder challenge, and quality assurance of NAPA/Product Review proposals.

  • Due Diligence Review: Conduct rigorous reviews of due diligence performed by Functions, ensuring actions and conditions are addressed before proposal approval.

  • Cross-Functional Engagement: Collaborate with BU NAPA teams, Employee Engagement, and NAPA Services Conformance to embed continuous improvement and maintain review continuity.

  • Control Framework Evaluation: Execute reviews to assess the effectiveness of internal controls aligned with policies, regulations, and best practices.

  • Governance & Delivery Oversight: Provide governance for managed, consumed, and BAU projects, translating requirements, removing blockers, and managing delivery risks.

  • Data Quality Controls: Develop and implement procedures to ensure data quality and integrity across reporting and analytics.

  • Strategic Risk Monitoring: Monitor and evaluate strategy effectiveness, investigate risk events, and oversee corrective and preventive actions.

  • Regulatory Compliance & Integration: Implement policies aligned with regulatory and international standards, collaborating with 1LOD, Compliance, Legal, and Risk teams for holistic risk management.

Product Design and Review Risk is a Level 2 risk under the Compliance Principal Risk and forms part of the Compliance Risk Management Framework (CRMF). It relates to the risk of detriment to customers or clients, harm to market integrity, or inappropriate supply of products and services, including as a result of wilful or negligent misconduct.

 

The Product Review Team provides group‑wide oversight of Product Design and Review Risk for Products and Services, driving consistency in risk management activities and supporting the effective embedding of relevant Policies and Standards. The team operates as a horizontal second‑line capability across both in‑market / Traded Product Reviews and New, Amended or Withdrawn Product (NAPA) reviews.

 

Role Purpose

The Vice President role within NAPA and Product Review is a businesscritical senior position providing leadership, resilience, and continuity to the BUK Product Review portfolio, delivered from India.

To be successful in this role as a VP, NAPA and Product Review, you should possess the following skillsets:

You will be actively supporting the Director of Product Review in delivering activities, with specific focus on:

·        Own the endtoend delivery of mandatory Product Review activities (biannual Health Checks and annual Detailed Reviews), applying strong technical and risk judgement to assess complex product and control risks and conclude on appropriate outcomes, including actions, monitoring, or escalation.

·        Provide senior oversight, constructive challenge, and judgement across BUK Product Reviews and NAPA submissions, ensuring alignment with regulatory, risk, and governance expectations.

·        Act as a senior escalation point for complex or highrisk matters and represent Product Review at BUK, Risk, and Business governance forums.

·        Drive delivery of NAPA and Product Review transformation outcomes, including NEOSrelated discussions and execution, translating strategic objectives into clear priorities and actions.

·        Strengthen functional resilience, succession coverage, and Indiabased ownership of the BUK Product Review portfolio, mitigating keyperson and knowledge concentration risk.

·        Build and maintain effective senior stakeholder relationships across Risk, Business, and Functions, influencing outcomes and resolving issues.

·        Provide leadership and direction to colleagues, embedding strong risk culture, accountability, and delivery discipline.

 Key Skills Required for this role (Basic/ Essential Qualifications)

·        Good grounding in one or more of the following disciplines:

o   Product Management and Governance

o   Legal, Compliance, or Regulation

o   Operations, Technology, and/or Operational Risk

o   Finance and/or Treasury / Treasury Risk

·        Working knowledge of banking control frameworks, preferably within Product Governance or Product Risk.

·        Good understanding of banking product types across retail and/or wholesale banking.

·        Demonstrates strong stakeholder management, with the ability to challenge constructively and influence outcomes.

·        Proactive and self‑directed, with the ability to operate independently while collaborating effectively across teams.

 

Some other highly valued skills include:

·        Practical experience of Operational Risk and Conduct Risk frameworks and regulations, gained within a leading bank, financial services organisation, or consultancy.

·        Knowledge of Product Design & Review (PD&R) Policies and Standards, and how PD&R aligns with the wider Operational Risk Framework (e.g. RCSA).

·        Exposure to Barclays NAPA and Product Review processes, including governance and review lifecycle activities.

·        Experience of operating within a Risk and Controls environment, with a strong appreciation of control effectiveness and assurance.

·        Working knowledge of Python, Power Automate, Tableau, Appian, or similar workflow and casemanagement technologies, with the ability to leverage these tools to support process efficiency, reporting, and control transparency.
