The Impact You’ll Make in this role

The Senior Leader & Head of Government Affairs will be responsible for leading the company's government affairs strategy in China. The successful candidate will play a critical role in building and maintaining positive relationships with government officials, policymakers, and key stakeholders, driving advocacy efforts to shape public policy, and promoting the company's interests within the healthcare sector. This role requires a combination of leadership, strategic thinking, political acumen, and a deep understanding of China’s healthcare landscape.

As the Head of Government Affairs in China, you will have the opportunity to tap into your curiosity and collaborate with some of the most innovative and diverse people around the world. Here, you will make an impact as the lead government advocate for Solventum and helping shape key policy issues while leading a team of dedicated professionals and consultants.   

1. Strategic Leadership and Government Relations

  • Develop and execute a comprehensive government affairs strategy that aligns with the company’s goals and objectives in China.
  • Act as the senior company representative in all key government affairs matters in China, including regulatory bodies, ministries, and local government agencies.
  • Lead advocacy efforts to promote policy reforms and regulations favorable to the company’s business objectives, particularly within healthcare, pharmaceuticals, and life sciences.
  • Identify and analyze emerging political, regulatory, and healthcare trends and their potential impacts on the company’s operations in China.
  • Provide strategic advice to senior leadership and other business functions on government relations matters, risk mitigation, and market access.

2. Stakeholder Engagement and Networking

  • Build and maintain relationships with high-level government officials, key policymakers, and regulatory authorities.
  • Collaborate with industry associations, think tanks, and other stakeholders to influence public policy.
  • Organize and represent the company at key governmental meetings, public hearings, and industry events.

3. Regulatory Compliance and Risk Management

  • Oversee the company’s compliance with local healthcare regulations and government policies.
  • Ensure that the company’s activities align with the legal and ethical standards of both the healthcare sector and governmental regulations in China.
  • Advise the leadership team on political and regulatory risks, helping to develop risk mitigation strategies.

4. Team Leadership and Development

  • Lead and mentor a high-performing government affairs team in China, providing strategic direction and ensuring operational excellence.
  • Foster a culture of collaboration, accountability, and high performance within the team.
  • Build and manage external lobbying relationships and consultants as needed.

5. Public Affairs and Corporate Social Responsibility

  • Support the company’s public affairs and CSR strategies, ensuring alignment with both governmental priorities and the company’s mission.
  • Drive initiatives that contribute to the company’s corporate reputation and its relationships with local communities.

Your Skills and Expertise  

To set you up for success in this role from day one, Solventum requires (at a minimum) the following qualifications:

  • Bachelor’s degree or higher (completed and verified prior to start) from an accredited institution, preference for Advanced Degree will be considered.
  • Minimum of 10+ years of experience in government affairs, regulatory affairs, public policy, or a related field, with at least 5 years in a leadership role.
  • Demonstrated success in managing government relations for a multinational corporation, particularly in the healthcare or life sciences sectors.
  • Proven work in China with proven expertise and ability to work across Central and Provincial government and policy issues.
  • Comply and work together with Ethics and Compliance to achieve the highest level of ethical standards and FCPA compliance in all activities especially in this high-risk public domain.

Additional qualifications that could help you succeed even further in this role include:

  • Understanding and preferably experience across APAC Markets. 
  • Healthcare experience
  • Background and familiarity with United States federal government and past experience successfully working in a U.S. multinational corporation
  • The ability to build and maintain strong relationships both internally within an organization and externally with key stakeholders and groups.
  • A global perspective and the ability to understand the implications of policy proposals on the global marketplace.
  • Knowledge on healthcare bids and tender process, direct sales and indirect sales via distributors.
  • Proficiency in additional languages  

Work location: China (either Beijing or Shanghai)

Travel: May include up to 50% including in China, APAC region and International

Must be legally authorized to work in country of employment without sponsorship for employment visa status.
