Job Summary:

PPUK seeks an experienced financial crime risk and advisory specialist to support the MLRO and Financial Crime Compliance function in overseeing and enhancing the firm's financial crime framework. The role leads key initiatives, provides advisory support, and undertakes quality assurance of controls. The candidate will assess financial crime risks across customers, products and the entity, translate regulatory requirements into policy, and drive improvements in controls, procedures and governance.

Essential Experience
Drafting and implementing financial crime policies
Providing advisory support to first line teams on higher-risk customers, products and new initiatives
Conducting risk assessments at customer, product and entity level
Performing quality assurance on customer files, assessing policy adherence and risk assessment completeness
Strong analytical skills to interpret data sets, MI, KRIs and KPIs
Producing written outputs for senior management and governance forums

Job Description:

Essential Responsibilities:

  • Applying analytic techniques to complex information sets to make logical and effectively supported recommendations on cases for reporting. Such investigation decisions are critical to PayPal’s fiduciary responsibility under the Bank Secrecy Act (Anti-Money Laundering rules) to effectively monitor customer’s activities regarding detecting and reporting suspicious activity
  • Assessment of customer profiles and large amounts of data to ensure normal and expected activity, including Acceptable Use Policy adherence and Know Your Customer efforts
  • Documenting complex findings in a clear narrative style format, in the manual and automated process case management system and prepare reports to management as required
  • Regularly exercise good judgment and in making decisions or recommendations in relation to multiple complex case investigations
  • While other members of the team have a broad mandate when it comes to investigations, this role is specifically focused on High-Risk and complex.
  • Analysis of trends within the use of Crypto on the PayPal platform to find potential methods of abuse and ensure our detections are working properly.
  • Assessment of customer profiles and large amounts of data to ensure normal and expected activity, including Acceptable Use Policy adherence and Know Your Customer efforts
  • Leveraging internal data as well as various open-source research platforms to investigate potentially illicit activities and support investigative decisions
  • Documenting findings in narrative style format, in the manual and automated process case management system and prepare reports to management as required
  • Regularly exercise good judgment and in making decisions or recommendations in relation to case investigations

Minimum Qualifications:

  • 3+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Essential responsibilities

  • Provide financial crime advisory support to FLOD stakeholders on complex customers, products, transactions and initiatives, ensuring risks are clearly articulated and appropriately mitigated in line with policy and risk appetite
  • Lead and contribute to financial crime change and remediation projects (e.g. enhancements to control design, processes, and systems), including requirements definition, impact assessment and implementation support
  • Perform and/or coordinate financial crime risk assessments at customer, product and entity level, incorporating regulatory expectations, typologies and internal risk appetite, and feeding outcomes into governance and decision‑making
  • Draft, review and update financial crime policies and advise on procedural requirements, ensuring they remain current, clear and aligned to applicable regulations
  • Undertake quality assurance and provide second line challenge and oversight of customer onboarding reviews conducted by first line operations teams, reviewing case quality, rationale, and escalation decisions
  • Prepare concise, well‑structured documentation and reports for senior management and governance forums, covering key project updates, clearly summarising items requiring decision, and highlighting insights from ongoing KRI and KPI monitoring
  • Monitor emerging financial crime risks, typologies and regulatory developments, translating them into practical recommendations for control and policy enhancements
  • Build strong relationships with FLOD, Operations, Product, Legal and other stakeholders to promote consistent understanding and application of financial crime requirements and to support effective implementation of change

 

Essential experience

  • Comfortable working independently across a broad range of subjects, managing multiple priorities, and engaging with diverse stakeholders while maintaining strong attention to detail and sound judgement
  • Demonstrable experience of leading and supporting change activities, including customer remediation, drafting and updating financial crime policies and working with stakeholders to implement them effectively across the business
  • Experience performing quality assurance reviews of customer files, assessing the completeness and accuracy of KYC information, risk assessments and due diligence, and providing clear feedback to improve standards
  • Experience providing financial crime advisory support to first line teams (e.g. on higher‑risk customers, products, or new initiatives) and translating regulatory requirements into practical guidance
  • Experience conducting financial crime risk assessments at customer, product or entity level, and using the outcomes to inform controls, policies or risk appetite decisions
  • Strong analytical skills with the ability to interpret and draw insights from large data sets, MI, KRIs and KPIs to identify themes, issues and opportunities for control improvement
  • Proven ability to produce clear, structured written outputs for senior audiences (e.g. risk papers, committee packs, investigation summaries or remediation updates)
