Job Summary
The Senior Subcontracts Administrator provides comprehensive subcontracting support for multiple sites and services across the EUCOM Area of Responsibility and regional R&S Programs. The role independently manages the full lifecycle of complex subcontract service agreements, including supplier qualification, RFP issuance, proposal evaluation, negotiations, and file administration in accordance with established procedures and industry best practices.
Working under general supervision, the Senior SCA applies advanced technical knowledge to resolve complex subcontracting issues, improve processes, and ensure compliance with contractual and organizational requirements. The position also mentors junior team members and serves as an effective communicator capable of facilitating meetings with internal and external stakeholders. Strong written and verbal communication skills, teamwork, and a positive, solutions‑focused attitude are essential to success in this role.
Roles and Responsibilities
- Performs full range of procurement and administration activities associated with subcontracting work.
- Qualifies suppliers, issues requests for proposals, evaluates proposals, maintains subcontract files in accordance with established procedures.
- Oversees and performs the full range of procurement and administration activities associated with subcontracting work on a project.
- Under general supervision, solves complex problems requiring detailed knowledge of field and industry best practices.
- Uses experience and problem-solving skills to develop and improve processes.
- May provide guidance to less experienced team members.
- Perform other duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
- Skills required for this job are typically acquired through the completion of an undergraduate degree and 5+ years of experience.
- Proficiency in both written and spoken English is required.
- Must possess strong administrative and organizational skills and contribute to effective team communication.
- Requires working knowledge of Microsoft Office (Word, Visio, PowerPoint, Outlook, Excel, Teams, SharePoint, etc.)
- Requires a valid passport with at least 12 months of validity and 6 blank pages.
