The Product Owner II – State Reporting is responsible for owning and executing product backlog delivery for complex, highly regulated state reporting solutions across multiple jurisdictions. This role operates with increased autonomy and accountability, partnering closely with Product Managers, Engineering, QA, and external stakeholders to translate regulatory and business requirements into scalable, high-quality software solutions.
The Product Owner II demonstrates strong domain expertise in state and regulatory reporting, ensures backlog readiness for multiple delivery teams, and actively drives alignment between customer needs, compliance requirements, and technical feasibility. This role contributes not only to sprint execution but also to broader product outcomes, release planning, and continuous improvement of product and delivery processes.
Key Responsibilities:
Own and manage the end-to-end product backlog for assigned state reporting initiatives, ensuring clarity, completeness, and readiness for development.
Partner with Product Managers to translate state regulations, policy changes, and customer commitments into detailed user stories with clear acceptance criteria and traceability.
Analytical and detail-oriented mindset, with the ability to balance compliance accuracy and delivery timelines.
Lead backlog refinement activities, proactively identifying dependencies, risks, and scope tradeoffs to support predictable delivery.
Serve as the primary point of contact for development teams on state reporting requirements, data standards, submission workflows, and validation rules.
Actively participate in and influence Scrum ceremonies, including sprint planning, stand-ups, backlog refinement, reviews, and retrospectives.
Collaborate with Engineering and Architecture to ensure solutions are scalable, configurable, and support multi-state compliance without excessive customization.
Coordinate with QA to define test scenarios, validate compliance logic, and support UAT and regulatory certification activities as needed.
Support release planning and execution, including customer communications, state readiness tracking, documentation, and Early Adopter/Beta programs.
Monitor delivery progress and data integrity, escalating risks, regulatory impacts, or timeline concerns with recommended mitigation strategies.
Mentor and provide guidance to Product Owner I team members on backlog quality, domain knowledge, and Agile best practices.
Contribute to continuous improvement of product ownership standards, reporting frameworks, and delivery processes within the State Reporting domain.
Knowledge:
Demonstrates solid applied knowledge of product ownership and Agile delivery practices.
Strong understanding of U.S. state reporting concepts, including compliance-driven requirements, submission formats, timelines, and validation rules.
Proficient in writing high-quality user stories, acceptance criteria, and functional documentation for complex data-driven solutions.
Understands system integrations, data dependencies, and reporting pipelines relevant to EHR and state submission workflows.
Builds and maintains strong working relationships with cross-functional and external stakeholders.
Preferred Qualifications:
Bachelor’s degree or equivalent higher education (BS/BA).
3–5 years of experience as a Product Owner, Business Analyst, or similar role in a software delivery environment.
Strong experience in U.S. healthcare technology; behavioral health and/or state reporting experience is highly preferred.
Prior experience with Electronic Health Record (EHR) platforms or regulatory reporting systems is strongly desired.
Hands-on experience working in Agile/Scrum teams with demonstrated ability to manage complex backlogs independently.
Excellent written and verbal communication skills, with the ability to translate regulatory language into actionable product requirements.
This is an onsite position, 5 days/week, in the Vadodara office working the MID SHIFT (2:00 PM – 11:00 PM IST). Remote applicants will not be considered.
