Job Description:

Purpose and Accountabilities:

  • Ensure full implementation of all HSE activities defined in the HSE Improvement Plan.
  • Implement HSE programs that drive continuous performance improvement across site operations.
  • Maintain effective Control of Work (CoW) systems and ensure compliance with requirements.
  • Review the asset HSE policies and procedures against Shell /International Standards and address identified gaps.
  • Participate in development of Operational Risk Register, ensuring risks are assessed and mitigation measures are defined and implemented.
  • Strengthening intervention culture by raising workforce awareness of hazard identification and promoting compliance & reporting.
  • Provide operational HSE input to the management of Major Accident Hazards “MAH” controls and Asset Integrity & Process Safety Management “AIPSM” performance at Edku site and CP1 offshore platform.
  • Update, test, and deliver training on Emergency Response Plans.
  • Ensure effective Management of Change (MoC) and timely resolution of safety inquiries.
  • Advise Site Supervisors and Operations Team Leads on day‑to‑day HSE matters, including the interpretation and implementation of HSE policies, rules, and procedures.
  • Identify major hazards and emerging risks early using leading indicators to prevent incidents.
  • Deliver technical training, coaching, and awareness programs, including requirements related to operational safety measures.
  • Provide assurance to management on HSE performance for different sites through functional audits and compliance checks.
  • Conduct systematic assessments of HSE programs effectiveness and implement corrective action plans where gaps exist.
  • Lead and participate in incident investigations when required, ensuring robust root‑cause analysis and effective implementation of lessons learned.
  • Facilitate the sharing of best practices and learnings during HSE meetings and site engagements.
  • Provide timely reporting on HSE matters to support informed decision making.

 

Qualifications and Skills

  • Bachelor’s degree in Engineering or Science supported by postgraduate studies, including the NEBOSH Diploma or equivalent HSE qualification.
  • Minimum 15 years of operational safety experience in the oil and gas production industry, preferably including onshore/offshore gas processing facilities and projects.
  • Proven experience within joint‑operated ventures, with exposure to budget planning and asset performance environments.
  • Strong track record in implementing HSE Management Systems across all phases of projects life cycle.
  • Experienced in applying structured risk assessment, assurance processes, and compliance frameworks.
  • Competent in incident investigation methodologies and incident response management.
  • Skilled in delivering HSE and process safety training, mentoring, and capability development.
  • Demonstrated commitment to strong HSE leadership and continuous improvement.
  • Effective communicator with the ability to collaborate with partners and promote a unified “one team” culture.
  • Proactive in building networks, managing stakeholder relationships, and engaging diverse teams.
  • Able to constructively challenge, negotiate effectively, and positively influence decisions across internal and external parties.
  • Self-motivated, team oriented, and capable of inspiring and guiding colleagues at all levels.
  • Candidates based in Alexandria or within commuting distance of the worksite are preferred.
  • Fluency in English and Arabic is a strong advantage.
