NJM is seeking a Senior Facilities Project Leader (official NJM Title) to Plan, initiate and manage Facility Operations projects of varying complexity as assigned from inception to completion.

This role will plan, initiate and manage Facility Operations projects of varying complexity as assigned from inception to completion. The Project Leader will develop, control, and monitor project scope, budgets, schedules, and progress to ensure goals and objectives are being met. Provide guidance to other members of the project team to ensure they have the resources needed to deliver successful project outcomes. Apply sound architectural, engineering, and project management principles and practices. Ensure that all work and activities support NJM's standards for quality and good stewardship. Responsible for processing invoices, requisitions, approvals and managing project financials, along with providing management with weekly progress reports and communicating when additional resources are required to stay on schedule. Handles the lifecycle planning of facility projects and assets combined with long-term budgeting as relates to CAPEX planning.   

 

This is not a Hybrid role and must work in West Trenton 5 days per week.

o   Plan, initiate and manage Facility Operations projects of varying complexity as assigned from inception to completion.

  • Develop, control, and monitor project scope, management plan, budgets, schedules, and progress to ensure goals and objectives are being met.
  • Oversee the work of the Project Team including internal staff, consultants, and contractors.
  • Upon selection and approval of a plan, oversee the development of detailed construction drawings and specifications.
  • Confirm the construction documents are accurate and complete.
  • Apply sound architectural, engineering, and project management principles and practices.
  • Confirm appropriate permits are in place and the project complies with state and local laws and regulations.
  • Plan and monitor project sequence and activities with a high sensitivity to the continuity of business operations.
  • Ensure the work is being executed safely and efficiently.
  • Track work progress and update schedules and critical path.
  • Identify areas of concern and develop action plans.
  • Manage Requests for Information (RFI) and Requests for Comment (RFC) with design consultants and contractors. 
  • Coordinate and communicate product information.
  • Report project costs, including budget, current commitments, and projections to complete.
  • Ensure adherence to all health and safety standards and report issues
  • Ensure that all work and activities support NJM's standards for quality, reasonableness and good stewardship. 
  • Verify the completeness of the work and confirm all contractual obligations have been met by consultants and contractors.
  • Make sure record and as-built drawings are complete.
  • Confirm all close-out documents, including manuals, warranties and certificates are delivered as required.
  • Ensure Facility Operations staff and other end-users are trained on new systems and equipment and have access to project drawings and documents.
  • Close-out project financial reports.
  • Complete and prepare project record files for archive.

 

 

o   Work with a team of consultants and in-house Facility Operations staff to develop preliminary designs and cost estimates necessary to secure project approval.

  • Evaluate project opportunities and constraints and weigh optional approaches to doing the work.

 

o   Establish and manage project procurement processes including establishing the contract structure, award system, and contractor compensation system.

  • Prequalify bidders and prepare requests for proposals, bid instructions, bid forms, and other bid documents, including drawings, specifications, and owner-contractor agreements.
  • Receive and evaluate bids, de-scope contractors, and notify bidders.

 

o   Work with management  to define project goals, objectives, and targets. 

o   Achieves successful outcomes by guiding project workflows, ensuring clear communication among contractors and stakeholders, supporting effective team communication, and defining expectations for scope, timeline, and deliverables.

o   Plan and balance special projects. 

o   Ensure schedules and assignments are realistic and monitor progress of work. 

o   Work closely with management/staff and monitor productivity/performance standards of projects, appraise job results

o   Provide training to develop skills and abilities. 

 

 

Required Qualifications: Knowledge, skills & abilities, experience, minimum & desired education, certification and/or license requirements.

 

Education and Experience:

  • Bachelor’s degree in Mechanical, Electrical or Civil Engineering, Construction Management, Architecture or related technical field and 10 years of experience in engineering design or project management.
  • Progressive experience leading capital projects, including significant experience with MEPF systems.
  • Ability to manage multiple projects simultaneously.
  • In-depth understanding of construction procedures and material and project management principles.
  • Valid driver’s license.

Skills, Knowledge and Abilities:

  • Demonstrates comprehensive understanding of project life cycles for small to complex projects.
  • Exceptional independent judgment and relationship building skills to manage business relationships with building inspectors, contractors, executives and staff.
  • Ability to review and understand architectural and engineering plans.
  • Ability to work independently and remotely to achieve results with limited supervision.
  • Demonstrates a high degree of results orientation and the ability to deliver key messages.
  • Demonstrated exceptional communication skills (verbal, listening and written). 

Preferred Qualifications:

  • Knowledge of OSHA and regulatory requirements for relevant areas of engineering expertise.
  • Proficiency with Microsoft Office Suite and AutoCad software.
  • Familiarity with construction/ project management software
  • Familiarity with quality and health and safety standards.
  • Outstanding communication and negotiation skills.
  • Excellent organizational and time-management skills.
  • A collaborative team member who naturally motivates and supports others
  • PMP or equivalent certification will be an advantage.

Compensation: Salary is commensurate with experience and credentials.

Pay Range: $109,200-$126,922
