Job Responsibility (EHSS & Facility Assistant Manager EG090)

Fleet & Driving Safety Management

  • Lead the centralized management of company-leased vehicles and assigned drivers nationwide, including fleet planning, resource allocation, and usage coordination.
  • Oversee day-to-day fleet operations, including preventive maintenance, repair scheduling, and vendor coordination with leasing companies and service providers.
  • Own the end-to-end lifecycle management of vehicle leasing contracts, including expiry assessment, market benchmarking, renewal strategy development, and commercial negotiations.
  • Track and review monthly fuel card consumption; validate usage against actual needs and internal control requirements, and manage timely top-ups.
  • Standardize and coordinate parking resources for leased vehicles to ensure appropriate allocation and compliance with company and property management requirements.
  • Drive driver management with safety as the core focus; monitor driver performance and ensure compliance with company driving safety standards and policies.
  • Partner with internal and external stakeholders to deliver periodic safe-driving training, safety awareness initiatives, and fleet/driving SOP training.
  • Consolidate and analyze traffic violation and accident data to support risk assessment, corrective action tracking, and continuous improvement.
  • Manage the operation of China driving safety program and eDriving training program, tracking progress and completion rates to improve compliance and reduce the proportion of high-risk drivers.
  • Maintain the up-to-date fleet and driving-related data for field employees (onboarding, active drivers, and offboarding) to support fleet governance and safety training planning.

China Real Estate Leasing Management

  • Manage and support real estate leasing activities across China for office and business-related premises, with accountability for lease coordination, contract management, and compliance support.
  • Manage nationwide lease administration, including lease expiry tracking, renewal package preparation, key terms review, and maintenance of supporting documentation.
  • Proactively align with Global Real Estate and Global Legal on lease renewals, amendments, and critical commercial terms, ensuring decisions meet company policy and compliance requirements.
  • After required approvals, coordinate contract routing, execution, filing/archiving, and system record updates to ensure full traceability and process integrity.
  • Own lease expense management for cities outside Beijing, Shanghai, and Guangzhou, including rent request initiation, payment processing support, and related coordination.
  • Maintain ongoing communication with landlords and leasing parties to ensure smooth lease execution and continuity of site arrangements.
  • Consolidate and maintain national lease registers and data; provide Finance with integrated inputs to support reconciliation, audit readiness, and compliance checks.
  • Support risk identification and continuous improvement initiatives in leasing management, ensuring adherence to internal controls and applicable regulations.

China Regus Offices & Site Management

  • Oversee the management of Regus offices across China to enhance workplace efficiency, strengthen cost control, and optimize office resources on an ongoing basis.
  • Manage Regus contract administration, initiating renewal activities at least three months in advance; align seat demand with business units and drive renewal, space resizing, rent term confirmation, or site changes based on business needs.
  • Support contract review and renewal negotiations, and manage contract workflow submission and routing in Icertis to ensure compliance with internal processes and policies.
  • Coordinate seat and space planning for each city to support seat additions/reductions, site adjustments, and utilization optimization.
  • Collect and synthesize employee feedback on Regus offices and services; work with Regus and local centers to resolve issues and improve service levels.
  • Monitor daily operations and utilization, partnering with city-level Regus teams to continuously improve service quality and operational efficiency.
  • Manage nationwide Regus meeting room booking and usage coordination based on business requirements.
  • Reconcile monthly Regus meeting room charges, prepare payment requests, and ensure accuracy and compliance of cost data.
  • Consolidate quarterly spend reports for Regus offices and meeting rooms; communicate with business units to support cost governance and optimization.
  • Provide day-to-day site management for Hangzhou, Wuxi, and Celgene-related sites; maintain landlord communication, align with Finance/Legal on any site or lease changes, and support business registration address updates where needed.
  • Maintain ongoing follow-up for RayzeBio sites and support related coordination as required.

Dept Annual Operating Budget Development and Control

  • Monitor the department’s annual budget expenses while ensuring stable and efficient office services operations.
  • Develop and manage cost allocation methodologies in line with Finance policies and guidelines to effectively control office-related spending.
  • Partner closely with the Budget team to support long-range planning and continuously monitor budget vs. actual performance across office sites.
  • Update office expense budgets in accordance with the annual planning cycle, including April and September forecasts and re-forecasts.
  • Provide business functions with budgeting reference inputs (e.g., office supplies, fleet leasing costs, courier expenses) to support budget planning and submissions.
  • Analyze historical spend and usage trends to improve forecast accuracy and cost transparency.
  • Allocate centralized costs based on established allocation rules and actual consumption; monitor execution to ensure spending remains within approved budgets.

Other Roles

  • Provide administrative support for Beijing, Shanghai, and Guangzhou offices, including cross-site coordination and clerical/document support for Beijing and Guangzhou (e.g., contract signature workflow tracking, internal approval coordination, and document handling) to ensure timely delivery.
  • Support national vendor management and provide routine and urgent operational support to regional offices (e.g., office supplies via Staples, courier services via SF Express/Shunfeng), including vendor coordination, contract cost control support, and partnership with the GP team on renewals; drive cost optimization by negotiating improved commercial terms and discount rates where applicable.
  • Support Shanghai office workplace-related matters to help maintain a clean, safe, and professional working environment.
  • Provide facilities-related support for Beijing and Guangzhou offices, including coordination of air purifier usage, filter replacement scheduling, and vendor communication.
  • Support selected LLB and EHS activities, including employee event logistics and vendor coordination; collaborate with internal groups (e.g., labor union, B-NOW, CLIMB) to ensure successful delivery of programs and initiatives.
