About the role
We’re seeking a Senior Product Marketing Manager who combines B2C product marketing expertise with strong product management and technical delivery experience. In this role, you will shape the strategy, positioning, and execution of large-scale outreach and digital engagement products that advance federal communications, citizen services, and mission outcomes. You will define product and communications requirements that drive measurable improvements in public engagement and overall citizen experience.
This role requires a unique blend of marketing strategy, systems thinking, and delivery leadership. You will support platform and systems integration, release management, Agile workflows, and cross-team execution while ensuring that communications are clear, accessible, and effective.
The Work:
Marketing & Communications Management
- Lead the product marketing vision and strategy, defining clear, actionable citizen-facing messaging that aligns with policy, technical requirements, and mission outcomes.
- Shape multichannel communication workflows using A/B testing, analytics, and user insights to translate complex policy and technical information into clear, actionable messaging for diverse audiences, and optimize campaigns to improve engagement and comprehension.
Product Delivery Management
- Maintain and prioritize product backlogs, defining requirements, user stories, acceptance criteria, and content needs that connect audience insights with delivery outcomes.
- Define product requirements, user stories, acceptance criteria, and messaging needs for citizen-facing digital content while leveraging data, segmentation, and testing methodologies to inform product priorities and decisions.
Stakeholder Engagement & Cross-Functional Collaboration
- Serve as the primary point of contact across Agile/SAFe teams supporting digital services, outreach, and communications, partnering closely with engineering, UX, content, marketing, and program teams to align product and outreach objectives.
- Conduct structured discovery and ongoing collaboration with federal stakeholders, SMEs, and end users to validate messaging, workflows, and communications needs.
- Provide clear, data-driven updates to executives and federal partners while driving cross-team alignment, managing ambiguity, and ensuring consistent delivery execution.
Here’s what you need:
- 10+ years of experience in B2C product marketing and digital product management, including product positioning, messaging, go-to-market strategy, and cross-functional Agile delivery leadership.
- Proven success optimizing multichannel consumer campaigns (email, SMS, paid/organic social, web, outreach resources), to improve engagement and behavior‑change outcomes.
- Hands-on experience with email marketing platforms, customer engagement tools, and/or CRM systems, with the ability to guide technical decisions and advise on platform strategy.
- Strong product management fundamentals including roadmap development, requirements gathering, backlog prioritization, release planning, and delivery oversight using Agile methodologies and tools (Jira, Azure DevOps).
- Ability to analyze web, email, behavioral, and campaign data to validate decisions and optimize product or messaging performance.
- Strong client management and executive communication skills, including the ability to navigate ambiguity, manage escalations, and present confidently to senior leadership.
Bonus points if you have:
- 5+ years in big tech, SaaS, or communications-focused environments
- 1+ year experience leveraging AI for content optimization, research, and/or product insights
- Experience in regulated industries and/or federal government environments
- Experience with Adobe Campaign and/or Salesforce Marketing Cloud
- Master’s or advanced degree
