The Commissioning Manager plays a mission-critical role at the final stage of construction, ensuring that all building systems perform as designed before handoff to operations.

This role serves as the bridge between design, construction, vendors, and operations, leading the testing, validation, and certification of all systems across the facility. The Commissioning Manager ensures operational readiness, system reliability, and compliance with performance and redundancy standards.

Key Responsibilities

Commissioning Planning

  • Develop and manage comprehensive commissioning plans and schedules across MEP and IT systems
  • Define and oversee testing protocols, including factory acceptance testing (FAT), site acceptance testing (SAT), and integrated systems testing (IST)
  • Coordinate closely with contractors, OEM vendors, and third-party commissioning agents

System Testing & Validation

  • Lead end-to-end testing of critical infrastructure systems, including:
  • Electrical: switchgear, UPS, generators, PDUs, ATS
  • Mechanical: chillers, CRAHs/CRACs, and liquid cooling systems
  • Life safety: fire detection, suppression, and alarm systems
  • Controls: BMS/SCADA and system integrations
  • Ensure all systems meet design specifications and redundancy requirements (N, N+1, 2N)
  • Validate uptime and reliability standards (e.g., Tier III/Tier IV, where applicable)

Documentation & Compliance

  • Maintain all commissioning documentation, including test scripts, results, and issue logs
  • Deliver final commissioning reports and turnover packages to operations
  • Ensure compliance with internal standards, local codes, and third-party certifications (e.g., Uptime Institute)

Issue Resolution

  • Track and manage deficiencies (punch list items) through resolution
  • Drive contractors and vendors to resolve issues quickly and effectively
  • Conduct root-cause analysis for system failures and implement corrective actions
  • Validate all fixes prior to system sign-off and closeout

Handover to Operations

  • Train facilities and operations teams on system functionality and emergency procedures
  • Ensure delivery of O&M manuals, warranties, and as-built documentation
  • Lead the transition from construction completion to full operational readiness

Key Skills
