The Impact You’ll Make in this Role

As a manager you will have the opportunity to tap into your curiosity and collaborate with some of the most innovative and diverse people around the world. Here, you will make an impact by:

  • Government Affairs Communication Support: Ensure active communication with the National Healthcare Security Administration (NHSA), key provincial healthcare security bureaus, and procurement centers. Conduct regular visits and establish a professional and constructive government–enterprise communication platform.
  • Policy Monitoring and Analysis: Collect and consolidate the latest national and 31 provincial updates on government volume-based procurement (VBP) and healthcare policies. Conduct in-depth analysis and insights, providing policy interpretation and trend analysis aligned with business development needs.
  • National C‑Code Database Management: Collect and analyze policy changes related to the national C‑code database. Lead cross-functional teams to optimize and update relevant catalogs and medical insurance generic names associated with key business areas.
  • Volume-Based Procurement (VBP): Proactively engage with NHSA/regional HSA to support early-stage policy assessment and product introduction for VBP projects. Participate in negotiation strategy development for company-relevant VBP projects, and support project execution, administrative appeals, and related activities. Collect and summarize project progress, monthly analytical reports, monthly project FCST for medical consumables VBP initiatives, and winning price summary tables.
  • Market Access Strategy Development: Participate in strategy formulation and responses for product listing, tendering, national C‑code catalog adjustments, and VBP (Volume-Based Procurement).
  • Access Toolkits & Evidence Preparation: Develop and compile policy interpretation packages, mathematical models, clinical evidence packages, competitive benchmarking, and VBP response materials. Continuously update internal toolkits based on policy and market dynamics to strengthen the team’s market access capability.
  • Business & Competitive Intelligence: Monitor and understand the company’s regional business performance. Track and consolidate competitor information, conduct data analysis, and generate summaries to support corporate decision-making.

Your Skills and Expertise 

To set you up for success in this role from day one, Solventum requires (at a minimum) the following qualifications:

  • Bachelor’s degree required; majors in medicine or pharmaceutical-related fields are preferred.

In addition to the above requirements, the following are also required:

  • Th Candidates with experience in government affairs and C-Code management, volume-based procurement (VBP) are preferred, with more than 10 years of relevant work experience.
  • Basic proficiency in reading and writing English
  • Proficient in office software, including Excel and Word.
  • Strong logical thinking and data analysis skills.

Work location: Shanghai or Beijing, China

·       Hybrid(Shanghai) and Remote(Beijing): Eligible

Travel: May include up to 30-40% domestic/international

Must be legally authorized to work in country of employment without sponsorship for employment visa status (e.g., H1B status).
