[About this role]

We are looking for a Product Manager to work on the development and adoption of a centralised data discovery platform that serves as the single authoritative entry point for public officers across the whole of government to find, evaluate, and request access to government data.

Today, data discovery is fragmented across multiple platforms, each with its own go-to-market effort, onboarding process, and user experience. This creates confusion, duplication, and missed opportunities for data reuse. Your role is to change that — by building a product that becomes the definitive "first stop" for any public officer looking for government data, and by driving the ecosystem-level coordination needed to make that vision real.

This role that sits at the intersection of product, data governance, and cross-agency coordination. You will be responsible for both the strategic positioning of the platform and the day-to-day execution of product improvements — from search experience and catalogue coverage, to request workflows and integration with downstream delivery systems.

The Product Strategy Office’s mission is to maximise GovTech’s resources to solve the most impactful problems, effectively and efficiently. This role offers a rare opportunity to shape GovTech's product direction in driving strategic initiatives that advance Singapore's Smart Nation agenda.

What you will be working on:

The candidate will be involved in:

• Product Strategy Development and Execution

• Own end to end strategy for key areas and drive alignment with senior leaders across multiple teams including tech, policy and business

• Translate overarching corporate goals into a cohesive portfolio strategy, ensuring every product line contributes to the company's financial and market objectives.

• Consolidate individual product roadmaps into a master portfolio roadmap, identifying synergies, dependencies, and potential conflicts.

• Continually assess the portfolio and work with senior stakeholders to determine which products require accelerated investment, which should be maintained, and which are ready to be sunset or pivoted.

• Managing product doctrines, strategies and best practices like a product, in terms of developing them as a POC, taking in learning, ground realities from forward-deployed Product Leads, and iterating on it.

• Crafting Cross-Product, End-to-End Experiences

• Engage directly with business users, demand aggregation and deal desk stakeholders to thoroughly understand their operational workflows, pain points, and strategic objectives.

• Design technical solutions by identifying the most effective combinations of existing GovTech platform products. As necessary, actively engage in agentic engineering—using AI coding agents, natural language prompting, and low-code/no-code platforms to rapidly prototype, build, and test working solutions.

• Generate functional prototypes in real-time alongside business users to validate assumptions and refine the product direction.

• Work out the product outreach and promotion strategies with the team responsible for customer success
  

• Strategic Programme Set Up and Execution

• Identify key problem areas of national priority and catalyse the set up of programmes to tackle these areas. This includes working with teams to align on the problem statement, set the north-star metric, overall direction and R&Rs

• Guide teams in implementing best product practices, such as frameworks for product development, metrices and review methodologies

• This is to (i) ensure the execution from strategy to implementation; (ii) tighten the feedback loop to improve strategy; and (iii) translate doctrine, strategies and practices to the programme to ensure product excellence & innovation
  

• Product/Programme Reviews

• Drive reviews and recommendations for GovTech's products, getting alignment from both senior stakeholders and product teams.

• Supporting Programme Directors and Product Managers, help the various teams in aligning their specific product visions with the broader portfolio strategy.

• Analyse market trends to identify gaps in our current offerings that complement existing requirement streams.

• Establish frameworks to measure and improve product success.

What we are looking for:

• Experience in digital product management, with a track record of leading complex product initiatives across multiple product teams

• Product and Portfolio Management knowledge, especially in terms of articulating the impact of the problem and root cause, setting the right vision and success metrics, and discerning realistic technical requirements.

• Hands-on, with end-to-end ownership of the problem. Energised by large, ambiguous problem spaces and able to independently break it down into workable chunks

• Strong communicator in written, slides or spoken form, with proven skills in influencing multiple senior stakeholders and teams without direct authority

• Interest in guiding a young team and the larger organisation in the PM skillset

• Entrepreneurial, corporate/business strategy, government experience a plus
