The role will establish a forward-looking portfolio or programme, led by a professional who is passionate about technology initiatives and aligning with PHKL/PGHK strategic KPIs.This role will also transform business and technology needs into a prioritised, visible, and actionable IT portfolio across teams.
Job Responsibilities:
Manage IT demand intake, prioritisation, and portfolio roadmap across PHKL/PGHK technology initiatives.
Coordinate related initiatives, dependencies, milestones, risks, and issues to deliver business outcomes.
Support Scrum Master, and Agile PM assignment based on complexity, priority, and delivery approach.
Maintain delivery practices, templates, tools, and reporting standards for Agile, waterfall, and hybrid initiatives.
Track conformance checkpoints, evidence, exceptions, and delivery quality across initiatives.
Provide executive portfolio reporting, insights, risks, capacity constraints, and decision points.
Coordinate stakeholders, vendors, Product Owners, IT leads, and specialist teams to resolve delivery issues.
Job Requirements:
8+ years in IT portfolio, programme, project delivery, PMO, Agile delivery, or technology transformation.
Strong understanding of IT delivery lifecycle across application, integration, data, infrastructure, security, and service readiness.
Experience managing multiple concurrent technology initiatives in complex enterprise environments.
Insurance, banking, financial services, or regulated technology delivery experience preferred.
Solid understanding of Agile, waterfall, and hybrid delivery models.
Understands Product Owner, Scrum Master, Tech Lead, Developer, and Project Manager role boundaries.
Experience in roadmap planning, prioritisation, dependency tracking, and capacity management.
Strong executive reporting and communication skills, translating delivery information into insights and recommendations.
Hands-on experience with Jira, Confluence, Azure DevOps, MS Project, Power BI, Databricks, and PowerPoint.
PMP, PRINCE2, ScrumMaster, PMI-ACP, SAFe, Agile Coach, or equivalent experience preferred.
Practical mindset focused on delivery transparency, prioritisation, conformance tracking, and continuous improvement.
Excellent command of English and Chinese (written and spoken)
