Position Summary

Candidates for this role must reside in North Carolina and be willing to travel up to 70%.

This role reports to Lead Director, State Strategy and Growth within the Medicaid Business Development Department. This role will focus on building strategic community partnerships in new market states. This role will require a rigorous travel schedule to effectively engage with state stakeholders, attend community events, and support business development activities across the state.

The Growth Strategist will serve as a local ambassador, engaging with community-based organizations (CBOs), coalitions, and stakeholders to position Aetna as a trusted partner and strengthen our competitive edge.

  • Deploy into North Carolina to build grassroots relationships with CBOs, advocacy groups, and local coalitions

  • Map community assets and identify strategic partnership opportunities aligned with state health priorities (e.g., SDoH, maternal health, behavioral health)

  • Secure letters of support, agreements, and pilot initiatives that demonstrate Aetna’s commitment to local needs

  • Attend and represent Aetna at community events, health summits, and stakeholder forums

  • Collaborate with internal teams (Business Development, Government Affairs, Proposal Writers) to integrate field insights into RFP responses

  • Track engagement metrics, document outcomes, and maintain a community partnership database

  • Support oral presentations and site visits during the RFP evaluation period

  • Transition partnerships into implementation plans if contract is awarded

Required Qualifications

  • 5+ years of experience in community engagement, health equity, Medicaid strategy, or business development

  • Deep understanding of Social Determinants of Health (SDoH) and community-based service delivery models

  • Strong relationship-building skills and ability to engage diverse stakeholders

  • Experience working in or with North Carolina preferred

  • Must reside in North Carolina

  • Excellent communication, presentation, and strategic planning skills

  • Ability to travel regularly within the state. (Est. 70% travel)

Preferred Qualifications

  • Prior Managed Care Experience

  • Prior community organizing experience in health and social services areas.

  • Established professional network in health care and social services.

Education

  • Degree or higher in health administration, social services, public health, business administration, psychology, or closely related field, or

  • 7 + years’ experience with community development and/or grassroots and/or campaign organizing leadership

Pay Range

The typical pay range for this role is:

$54,300.00 - $119,340.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
