About the project: PIVOT-TPT
The PIVOT-TPT (Private provider–led Integrated Virtual & Outreach for TPT) is a TIFA (Tuberculosis Implementation Framework Agreement) Health Commitment Grant supported project to be implemented by PATH under the guidance of the NTEP (National Tuberculosis Elimination Programme). The project aims to pilot and generate evidence for a digitally enabled, private provider–led model that expands access to both facility-based and home-based Tuberculosis Preventive Treatment (TPT) services for household contacts (HHCs) of persons with TB (PwTB) seeking care in the private sector, ensuring high initiation and completion rates in alignment with NTEP guidelines.
The project will be implemented across three high-burden districts of Mumbai (Govandi, Sion and Kurla) in Maharashtra and two aspirational districts of Odisha (Kalahandi and Koraput), having substantial gaps in systematic contact listing and TPT initiation in patient seeking care in private sector. The model integrates virtual TPT clinics, tele-consultation, standardized digital screening workflows, mobile diagnostic services, and doorstep delivery of TPT medicines to strengthen the identification, screening, and initiation of eligible household contacts on TPT.
The project will operate under NTEP stewardship and leverage national digital platforms such as Ni-kshay and TB Arogya Saathi, engaging private hospitals and clinics, district and state NTEP teams, PPSA partners, digital and logistics agencies, and household contacts of TB patients to ensure seamless coordination and accountability throughout the TPT cascade.
About the position:
PATH is seeking a talented and experienced Monitoring, Evaluation & Learning (MEL) Advisor to lead the design, implementation, and management of comprehensive monitoring, evaluation, accountability, and learning systems for the PIVOT-TPT project. This is a senior technical position that serves as the central evidence hub for the project, ensuring rigorous data generation, quality assurance, and actionable insights for program improvement and donor accountability.
The MEL Advisor will work closely with the Project Lead, State Operations teams, NTEP officials at state and district levels, private provider partners, and other key stakeholders to establish an integrated data ecosystem that captures performance across the full TPT care cascade—from provider mapping and clinic operationalization through patient contact screening, diagnostic evaluation, TPT initiation, adherence monitoring, and treatment completion.
Responsibilities:
MEL Framework Design & System Integration
Design a comprehensive MEL framework aligned with TIFA and NTEP guidelines, including data collection tools, management protocols, and QA procedures.
Develop private-sector-specific monitoring tools capturing provider engagement, digital clinic operations, contact screening, TPT initiation/completion, and adherence.
Integrate data flows across Ni-kshay, TB Arogya Saathi, Virtual TPT Clinic Dashboard, project MIS, and partner records.
Develop field-to-national SOPs covering data collection, validation, entry, analysis, and reporting.
Design and launch a real-time interactive dashboard linking project MIS with Ni-kshay for live KPI tracking.
Indicator Development & Performance Monitoring
Finalize 14+ project indicators spanning provider mapping, TPT care cascade, quality assurance, and sustainability domains.
Set baseline values and targets in alignment with WHO 7-1-7 standards for contact enrollment, screening, and TB rule-out.
Build disaggregated monitoring protocols by state, district, hub, age, gender, and urban/rural setting for equity-sensitive analysis.
Develop an automated KPI dashboard enabling real-time variance tracking and cross-site performance comparison.
Conduct monthly KPI analyses with narrative reports on trends, bottlenecks, and corrective recommendations.
Evaluation Planning & Implementation
Design and implement baseline evaluation benchmarking TPT initiation, provider capacity, diagnostic turnaround, and patient attitudes.
Conduct midterm (Month 6) and end-line (Month 12) evaluations assessing clinic feasibility, digital tool effectiveness, cost-efficiency, and NTEP integration pathways.
Develop evaluation protocols including tools, sampling frames, and mixed-methods analysis plans.
Lead field data collection, quality assurance, and statistical analysis for all evaluation phases.
Produce comprehensive evaluation reports with evidence-based recommendations for scale-up and program refinement.
Data Quality Assurance & Supervision
Design and conduct quarterly DQA visits across Maharashtra and Odisha to verify data accuracy, completeness, and timeliness.
Develop DQA checklists verifying Ni-kshay completeness, MIS-Ni-kshay congruence, and protocol adherence.
Prepare DQA visit reports with identified gaps, recommendations, and documentation of corrective actions.
Establish audit mechanisms to flag inconsistencies and institute rapid feedback loops to field teams.
Build staff capacity on data quality standards, ethical data handling, and privacy protocols.
Learning, Documentation & Knowledge Management
Develop a structured learning agenda addressing provider hesitancy, digital adoption barriers, diagnostic efficiency, and adherence behavior.
Facilitate quarterly reflection sessions with project and NTEP teams to synthesize evidence and document implementation adaptations.
Conduct qualitative interviews with providers, NTEP officials, and beneficiaries to capture best practices and barriers.
Scientific Dissemination & Evidence Publication
Conduct advanced statistical analysis to generate publication-ready evidence on model feasibility, effectiveness, and cost-efficiency.
Prepare manuscripts for submission to high-impact journals in public health, TB, and digital health.
Develop abstracts and presentations for national (NTEP, IPHA) and international conferences (Union, CROI).
Accountability & Reporting
Consolidate and validate monthly data from all project partners and Ni-kshay to produce standardized performance reports.
Prepare monthly progress narratives on milestones, challenges, risks, and adaptive management decisions.
Develop quarterly accountability reports for DOS and government stakeholders on progress, lessons, and corrective actions.
Maintain audit-ready documentation of all MEL activities, data sources, and validation trails.
Prepare annual learning reports synthesizing evidence across all MEL components for strategic review.
Sustainability & Transition Planning
Map NTEP systems, data flows, and staff capacity to identify infrastructure requirements for post-project MEL sustainability.
Develop comprehensive transition documentation covering MEL systems, dashboards, and QA protocols for government handover.
Build capacity of state and district NTEP MEL focal points for independent system management and data interpretation.
Design a sustainability roadmap integrating MEL functions into NTEP planning, budgeting, and performance-based contracting.
Support integration of the private provider TPT model within NTEP's Results-Based Financing and partnership mechanisms.
Qualifications and competencies required (Essential):
Medical Doctor (MBBS) with a postgraduate degree (MD) in Preventive and Social Medicine (PSM) / Community Medicine from a recognized university.
6+ years of experience in monitoring and evaluation of health programs in India, preferably in TB or communicable disease control
Demonstrated experience with:
Quantitative data analysis (statistical software: SPSS, R, or similar)
Digital health data systems (Ni-kshay, HMIS, or similar national health data platforms)
Program monitoring frameworks and results-based financing models
Strong knowledge of NTEP guidelines, TB prevention, and TPT management
Excellent writing and communication skills for technical and non-technical audiences
Proven ability to work with multiple stakeholders (government, NGOs, private sector, donors)
Fluency in English and Hindi
Desirable Qualifications
Experience with digital health tools
Prior work with private provider engagement or public-private partnerships in health
Publication record in peer-reviewed journals
Experience in health economics or cost-effectiveness analysis
