Job Description
The APAC Strategy Programme Manager is responsible for driving the execution, coordination, and governance of capital project strategies during the pre‑approval phase of projects, working under the APAC Strategy Lead. The role focuses on ensuring that project strategies are well‑defined, programme‑led, governance‑ready, and fully coordinated across all functional stakeholders prior to formal investment approval and delivery handover.
This position operates at the intersection of strategy, programme management, and cross‑functional coordination, ensuring that early‑stage capital projects progress with clarity, discipline, and momentum through feasibility until budget approval.
What this job involves:
General Responsibilities
· Support the APAC Strategy Lead in executing and coordinating strategy activities across a portfolio of assigned capital projects, in the pre-approval stage.
· Translate strategic direction into structured programmes, action plans, and deliverables to maintain momentum through early project stages
· Support feasibility, strategy development, and planning activities to ensure projects are governance‑ready, clearly defined, and well‑documented prior to project approval
· Ensure strategic assumptions, risks, constraints, and dependencies are actively tracked and communicated throughout the strategy lifecycle
· Demonstrate ability to research, analyze, and prioritize multiple regional strategies and initiatives
· Communicate effectively across the APAC Region and with the Client's functional Team for diverse audiences, recognizing sensitive commercial situations
· Strategic time and priority management while overseeing both Client and JLL technology systems integration.
Leadership
· Act as a trusted extension of the Strategy Lead by owning day‑to‑day execution and coordination of strategy programmes
· Demonstrate leadership in driving discipline, accountability, and clarity across early‑stage capital project activities
· Proactively identify issues impacting strategy programme progress and escalate risks with recommended mitigation options
· Role‑model strong governance, documentation quality, and structured programme management behaviours across the project ecosystem
Client/Stakeholder Management
· Serve as the central coordination point across multiple functional teams, including:
o Real Estate Strategy & Transactions,
o Corporate Security (CSI)
o Engineering Design
o Technology
o Workplace Planning & Design (WPD)
· Set up and manage strategy working sessions, workshops, and coordination meetings, including agendas, actions, and follow‑ups
· Track and close cross‑functional dependencies required to progress feasibility, budgeting, layout approvals, and project approval readiness
· Ensure alignment between strategic intent and functional inputs to minimise downstream delivery re‑work
Operations
· Develop, maintain, and actively manage strategy‑stage programmes aligned to the governance framework.
· Track critical milestones, including feasibility completion, layouts, budget readiness, and governance submissions.
· Coordinate and collate inputs for project approval documentation, ensuring completeness, quality, and consistency
· Maintain strategy trackers, action logs, pipelines, and reporting dashboards for Strategy Lead and PMO review
· Ensure high standards of data accuracy, version control, and governance compliance across all strategy documentation
· Support structured handover from Strategy to Delivery, ensuring scope, assumptions, risks, programme, and budget positions are clearly documented
Job Requirements
8+ years’ experience in capital projects, PMO, or strategy / pre‑construction roles
Strong programme management and stakeholder coordination capability
Experience working within governance approval frameworks
Confidence operating across multi‑disciplinary teams in complex environments
Excellent communication, organization, and reporting skills
APAC regional experience is highly desirable
Takes initiative, anticipates issues, and drives actions through to closure
Operates effectively in ambiguous, fast‑moving strategy phases where information evolves
Reporting Structure: Reports to APAC Strategy Lead within the on-account PMO Team
