PATH is seeking a Cost & Pricing Officer based in India.
This position is a key member of PATH’s Cost & Pricing team and reports to the Head of Cost & Pricing.
The Officer supports the development of cost proposals for a range of international donors. Responsibilities include preparing detailed budgets and budget narratives, reviewing partner budgets and cost documentation, and coordinating inputs with proposal team members across the organization.
The Officer will support donor proposals and build effective working relationships with PATH teams in India and across Asia, with particular focus on budgets originating in the region.
Responsibilities
Cost Proposal Development for Assigned Bids
· Support cost proposal development for PATH’s proposal budgeting function, working closely with technical, business development, finance, contracts, and program teams.
· Prepare clear and accurate budget narratives and other cost documentation to accompany proposal submissions.
· Participate in proposal budget meetings with cross-functional and international teams, identify issues, and recommend practical solutions that strengthen proposal competitiveness and financial sustainability.
· Support the analysis of RFA/RFP requirements and contribute to proposal cost strategies, scenario analyses, and high-level or back-of-the-envelope budgets.
· Create and modify budget templates to respond to donor-specific requirements, including templates for non-US Government donors.
· Coordinate cost inputs from subrecipients and subcontractors by providing assumptions and guidance, developing templates, reviewing submissions, and helping finalize budgets for donor compliance.
· Review assigned proposal and program budgets, provide clear feedback, and prepare final cost materials for submission.
Other Business Development and Capacity-Building
· Research and analyze donor requirements for proposal budgeting and project financial management, and contribute to related tools, templates, and capacity-building materials.
· Conduct market research and gather cost data relevant to India, other Asian countries, and program activities.
· Create and revise cost-related tools, worksheets, guides, training materials, and reference resources.
· Coordinate with contracts, grants, finance, and project teams to obtain operational inputs for proposal development.
· Apply working knowledge of various donors including BMGF, GAVI, Wellcome Trust, US Government and others
· Contribute to continuous improvement of Cost & Pricing processes and share lessons learned across the team.
Required Skills and Experience
· Three to five years of relevant professional experience, including one to two years developing cost proposals, budgets, budget narratives, and cost documentation for donor-funded programs.
· Experience with one or more donor groups, such as US Government agencies, bilateral donors, multilateral organizations, UN agencies, private foundations, or corporations.
· Experience supporting proposals for donors such as BMGF, Unitaid, the UK government, CDC, NIH, and UN agencies is desirable.
· Strong analytical, financial modeling, and problem-solving skills, with advanced proficiency in Microsoft Excel.
· Ability to work effectively across functions and geographies, influence stakeholders without formal authority, and communicate clearly with both technical and financial audiences.
· Ability to apply and explain relevant principles in proposal budgets and cost documentation.
· Strong attention to detail, sound judgment, and the ability to manage competing priorities and deliver accurate work within short turnaround times.
· Clear written and verbal communication skills in English. Experience working with teams and partners in India or elsewhere in Asia is preferred.
· Bachelor’s degree in business administration, accounting, finance, economics, or another relevant field.
