Job Summary:

The Vice President of Real Estate Development and Construction is a senior leader within the Real Estate organization, responsible for overseeing the end-to-end execution of Global Partners LP’s retail development pipeline, including ground-up new-to-industry projects, raze-and-rebuilds, and portfolio-wide remodels across a portfolio of 900+ locations on the East Coast and in Texas. Reporting to the SVP of Real Estate who oversees the Retail and Ventures real estate verticals, this role leads a centralized team and manages over $150MM in annual capital deployment. The VP serves as a core partner to the acquisitions team on underwriting and feasibility, while driving best-in-class execution across permitting, design, procurement, and construction.

This role requires strong commercial and contractual acumen, including the ability to negotiate and structure design and construction agreements in partnership with internal and external legal counsel. The VP is also responsible for implementing systematic controls, processes, and reporting frameworks to scale development capacity and provide executive-level transparency into project status, budgets, and key performance indicators. The position is accountable for delivering projects at speed and on budget through disciplined cost management and value engineering, while advancing strategic initiatives including EV infrastructure in coordination with Innovation and Sustainability teams. This role will be based at the company’s headquarters in Waltham, MA, transitioning to a new headquarters location in Newton, MA in Summer 2026.

Job Description:

  • Lead and develop a centralized team of development, construction, design, and procurement professionals, fostering a high-performance, accountable, and growth-oriented culture
  • Oversee execution of a high-volume pipeline, including 15+ ground-up and raze-and-rebuild developments and 30+ remodels annually, with expected growth in both development and remodels
  • Drive project delivery across all phases—site feasibility, entitlements, design, procurement, construction, and closeout—ensuring consistency, quality, and scalability
  • Serve as a core underwriting partner to the acquisitions team, providing detailed input on site feasibility, entitlement risk, development budgets, and timelines
  • Manage third-party general contractors, architects, engineers, and consultants, including procurement strategy, contract structuring, and performance oversight
  • Establish and continuously refine processes, controls, and systems related to budgeting, scheduling, capital planning, requisition tracking, and change order management
  • Ensure disciplined cost control and value engineering across all projects, with a focus on reducing total cost to build while maintaining design and operational standards
  • Drive speed-to-market by proactively identifying and resolving bottlenecks across permitting, design, and construction phases
  • Partner with Retail Operations, Fuels Marketing, and Property Management teams to execute smaller-scale and ad hoc capital projects across the portfolio
  • Collaborate with Innovation and Sustainability teams to integrate EV charging infrastructure into both new developments and existing sites
  • Play a critical role in capital planning and forecasting, including annual budgeting, cash flow management, and identification of cost savings and risk mitigation opportunities
  • Support M&A activity through physical due diligence, portfolio assessments, and integration planning as needed
  • Evaluate and implement construction management systems and tools to support a growing and increasingly complex development pipeline
  • Present regularly to executive leadership, providing clear updates on pipeline status, risks, and strategic initiatives

Additional Job Description:

  • Bachelor's degree in Real Estate Development, Business, Construction Management, Architecture, Engineering (Civil or Structural), or related technical field is required.
  • Master's degree in Real Estate Development, Construction Management, Engineering, Business, Law, or related technical field is preferred.
  • Minimum 10 years of relevant experience and preferred knowledge of applicable environmental and UST laws and regulations throughout the Northeast, Mid-Atlantic and Texas. Experience to include:
  • Proven ability to lead, mentor, and scale high-performing development and construction teams in a fast-growing environment
  • Highly organized with impeccable attention to detail
  • Demonstrated track record of delivering complex, multi-site development programs on schedule and on budget, with a strong emphasis on speed-to-market
  • Deep expertise in ground-up development, entitlements, and construction management within the retail, convenience, fuel, or related sectors (required)
  • Strong commercial acumen, including experience negotiating and structuring design and construction agreements in partnership with legal counsel
  • Advanced financial and analytical capabilities, including development budgeting, capital planning, and value engineering to optimize total cost to build
  • Experience implementing and institutionalizing scalable processes, controls, and reporting systems to support program growth and executive-level transparency
  • Collaborative leadership style with the ability to influence and align cross-functional stakeholders, including Acquisitions, Retail Operations, Fuels Marketing, Property Management, and Innovation/Sustainability teams
  • Strong communication skills, with the ability to present clearly and concisely to executive leadership and translate complex project dynamics into actionable insights
  • Proven problem-solving ability, including navigating permitting challenges, site constraints, and unforeseen construction conditions with speed and sound judgment
  • Familiarity with construction management software and systems, with experience selecting and implementing tools to improve efficiency and oversight

Pay Range:

$182,300.00 - $291,500.00

The pay range for this position is outlined above. The final amount offered at the start of employment is determined based on factors including, but not limited to, experience level, knowledge, skills, abilities and geographic location, and the Company reserves the right to modify base salary at any time, including for reasons related to individual performance, Company or individual department/team performance and market factors.
