Ontario Health is seeking a Senior Project Manager, Primary Care to lead meaningful, system-level initiatives that advance equitable access and improve how primary care is planned, measured, and delivered across Ontario. This is an opportunity for an experienced project leader to apply healthcare knowledge, relationship-building skills, and disciplined delivery practices to work that directly supports patients, caregivers, and providers.

Reporting to the Manager, Primary Care, you will work across Ontario Health teams and with external collaborators to plan, coordinate, and deliver complex initiatives on time, within scope, and with a strong focus on quality. Assignments may include large-scale data, clinical, and IT-focused projects that require integrated planning, clear communication, and proactive risk and issue management.

Here is what you will be doing:

  • Translate broad concepts and strategic priorities into achievable project plans from requirements through design, implementation, reporting, and close-out.

  • Lead integrated planning across complex initiatives, including deliverables, milestones, resources, dependencies, estimates, and progress reporting.

  • Manage scope, risks, issues, quality, change requests, and compliance with Ontario Health policies, standards, privacy, security, architecture, and change-control processes.

  • Coordinate internal teams, stakeholders, contractors, and vendors to support timely, efficient, and high-quality delivery.

  • Analyze project-related data and prepare clear reporting for stakeholders, including dashboards, trackers, forecasts, and other required templates.

  • Maintain project documentation and collaboration spaces, including SharePoint materials, meeting records, decisions, and follow-up actions.

  • Support resource planning and forecasting, negotiate project team resources, and ensure appropriate resource controls throughout the project lifecycle.

  • Apply Ontario Health methodologies and project management best practices to keep work organized, transparent, and aligned to program objectives.

Here is what you will need to be successful: 

Education and Experience

  • Completion of a university (bachelor) program involving acquisition of an advanced understanding of complex concepts and procedures in an area of work related to assigned duties such as bachelor's or master's degree, major in business administration, health administration, health informatics, information technology, or equivalent combination of relevant education and experience

  • 10 – 15 years’ experience in a role related to project planning and delivery, ideally in a healthcare setting experience with government level initiatives and projects an asset

  • Strong working knowledge of the full Project Management LifeCycle (PMLC), PMBOK based

  • Experience in managing delivery teams of various sizes and scope (may include staff, consultants, vendors)

  • Experience with and knowledge of Microsoft Office tools, Microsoft Project, and Microsoft Project Server

  • Understanding of the primary care landscape in Ontario is an asset

  • Experience with data, clinical, and IT-focused projects is desirable

Knowledge and Skills

  • Expert project management skills gained through progressively more responsible assignments

  • Demonstrated experience managing across full solution development lifecycle

  • Track record of successful project delivery

  • Experience in managing delivery teams of various sizes and scope (may include staff, consultants, vendors)

  • Demonstrated experience with managing project resourcing

  • Experience with and knowledge of Microsoft Office tools, Microsoft Project, and MS Project Server

  • Experience with project methodologies and standards (PMLC, SDLC, ITIL) and tools, e.g., SharePoint

  • Experience with government level initiatives and projects an asset

  • Demonstrated ability to manage cross functional project teams in a matrix environment

  • Knowledge or experience of the health sector and/or government is an asset

  • Technical knowledge/expertise is a requirement
