The Opportunity:
The 9/11 Victim’s Compensation Fund (“VCF”) Team is engaging in a Transformation effort to optimize the processes and systems that support the 9/11 victims’ injury and loss claims. The VCF Transformation Project will result in the implementation of a new operating model, updates to policies and procedures and thus creating a new claims processing system, called myVCF. The VCF Transformation Project is seeking resources for the design, development, and delivery of training for internal and external audiences, with a focus on substantive training for the VCF staff on policies and processes that cover the full end-to-end claims lifecycle. Moreover, the VCF seeks a resource for the design and development of internal and external communication collateral and messaging, in alignment with VCF standards.
Responsibilities:
The Instructional Designer will serve as a results-driven professional responsible for leading the end-to-end lifecycle of instructional solutions and communication materials to deliver impactful, high-quality learning experiences that advance the mission of the VCF and effectively support its stakeholders.
Evaluate learning needs and performance gaps to design effective instructional solutions.
Develop comprehensive training and communication materials, including but not limited to interactive videos, branching scenarios, learning sprints, flashcards, one-pagers, knowledge checks, email templates, etc.
Analyze existing/provided content to recognize gaps, create learning objectives, and make recommendations to create a framework for development.
Proven ability to create visual content to effectively convey clear and consistent messaging across all levels of the organization.
ADDIE, SAM, Bloom’s Taxonomy, Adult learning theory and expertise.
Excellent verbal and written communication skills.
Strong attention to detail and ability to ensure accuracy and consistency in design and messaging.
Collaborate with subject matter experts as required.
Must have advanced Adobe Captivate and Adobe InDesign experience.
Awareness of new technology and training methodologies.
Qualifications:
Required:
5 years’ experience as an Instructional Designer/Graphic Designer within a multimedia company or corporate environment.
Bachelor’s degree in relevant field required.
Advanced Adobe Captivate and Adobe Creative Cloud experience.
Ability to rapidly assimilate complex subject matter and translate it into clear, structured, and engaging communication and learning materials that drive understanding and retention
Excellent organizational, interpersonal, and time-management abilities.
Works effectively with all levels of the organization - both independently and in teams.

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
