Purpose of Role:
Provide Test and Evaluation (T&E) and Independent Verification and Validation (IV&V) expertise in support of the River Class Destroyer (RCD) Land‑Based Test Capability (LBTC) Test Program. The IV&V Specialist is responsible for executing IV&V activities primarily at the Hartlen Point Land‑Based Test Facility (HP LBTF), with additional activities conducted at the Department of National Defence Bluenose Building in Dartmouth, Nova Scotia, in direct support of the RCD Project Management Office (PMO).
The candidate may also support other project areas as required, including Integrated Test Evaluation and Acceptance (ITEA), Model Based Systems Engineering (MBSE), Performance Modelling and Simulation (M&S), and Synthetic Environment Support activities. This is a full-time, permanent position with a requirement for regular work both in-office and onboard RCN ships.
Key Responsibilities:
Verification & Validation Execution. Execute Verification and Validation (V&V) activities for systems, software, and hardware. Evaluate test plans, procedures, scenarios, and results to ensure compliance with verification and acceptance criteria. Monitor test activities and identify, document, assess, and mitigate risks and anomalies. Participate in Test & Trials conduct, including observation of contractor‑led Test & Trials activities.
Test, Trials, and Evaluation Analysis. Analyze. Test & Evaluation (T&E) data and test results. Conduct evaluation and assurance activities to support objective assessment. Review Verification, Validation, and Acceptance criteria. Prepare summary reports and formal findings for Test & Evaluation activities.
IV&V Planning, Reporting, and Assurance. Generate IV&V plans, procedures, and reports in support of assigned activities. Provide assurance input to support informed decision‑making throughout the HP LBTC Test & Evaluation lifecycle.
Test & Trials Planning Advisory. Provide advisory input on high‑level Test and Trials planning and coordination activities, consistent with the IV&V assurance role.
Test & Analysis Environment Assessment. Conduct independent assessments of test and analysis environments, including test tools, infrastructure, and supporting systems, to evaluate their suitability, integrity, and alignment with Test and Evaluation objectives.
Technical Documentation Review. Review technical documentation including; System Requirements Specifications; Interface Control Documents; System Design Descriptions;
Hazard Analysis Reports; Equipment Installation Plans.
Training and Professional Readiness. Attend internal and external training, as directed, in support of the IV&V scope of work and the Hartlen Point Land‑Based Test Capability (HP LBTC) Test Program.
Stakeholder Engagement and Collaboration. Maintain positive, professional, and collaborative working relationships with internal and external stakeholders. Liaise with subject matter experts, Department of National Defence (DND) customers, and suppliers to support IV&V activities.
Job Knowledge/Education and Qualifications:
Security: Must obtain a Government of Canada security clearance, which necessitates Canadian citizenship and a minimum of 10 years of continuous residence in Canada.
Education: Bachelor degree of Engineering (Industrial, Electrical, Mechanical, Computer) or equivalent, or candidates with suitable military experience such and experience such as Naval Technicians with Duty Technician qualifications or Naval Technical Officers.
Mandatory: Familiarity with Systems Verification and Validation techniques, with Integration, Test and Trials techniques;
Mandatory: Knowledge of the Systems Engineering Lifecycle, and Ability to define technical requirements;
Desirable: Familiarity with the techniques of systems engineering and software configuration control applications.
Desirable: Strong technical and stakeholder capabilities, including familiarity with Requirements Management tools, understanding of Engineering Analysis methods and Simulation/Stimulation/Analysis tools, and experience working directly with customers and suppliers.
Desirable: Experience in the defence industry or working with Naval systems.
Soft-skills: Skilled in reading, writing, and speaking English, with the ability to effectively communicate at all levels (both in-person and electronically) with peers, supervisors, and clients. Capable of drafting reports, technical correspondence, and procedure manuals.
