Key Responsibilities

  • Lead and coordinate all site‑based telecom engineering activities and act as the primary on‑site telecom technical authority for execution‑related matters within delegated authority.
  • Conduct site surveys and develop and deliver brownfield Telecommunication and Security System engineering deliverables, including design basis, system specifications, block diagrams, scopes of work, material take‑offs, Bills of Materials, and technical requisitions, under the technical oversight of the Senior Lead Telecommunication Engineer.
  • Ensure telecom construction and commissioning activities are executed in accordance with IFC drawings, approved specifications, datasheets, and method statements.
  • Provide day‑to‑day technical leadership to site telecom engineers, supervisors, and contractors.
  • Oversee installation of telecom and security systems, including:
    • Fibre optic backbone networks
    • LAN / WAN / IP networks
    • PAGA systems
    • CCTV, Access Control, and PIDS
    • Radio, microwave, and VSAT systems
  • Coordinate with Construction and Commissioning, Electrical, Instrumentation, IT, Civil, and HSE teams to manage interfaces and sequencing.
  • Review and respond to Site Technical Queries (STQs / TQs) related to telecom systems and escalate design changes to the home office as required.
  • Support planning and execution of brownfield tie‑ins and live system cut‑overs, where applicable.
  • Support construction and commissioning teams and witness site activities including fibre splicing, OTDR testing and acceptance, system integration testing, SAT, pre‑commissioning, and commissioning activities.
  • Ensure timely closure of telecom punch items and non‑conformances.
  • Review and validate contractor and vendor documentation, including test reports, red‑line mark‑ups, and as‑built drawings.
  • Act as the site telecom focal point for the Client, EPCM construction and commissioning teams, and vendors on execution‑related telecom matters, including technical coordination and issue resolution.
  • Participate in site meetings, walkdowns, inspections, and readiness reviews.
  • Provide regular updates on progress, risks, and execution constraints to the Senior Lead Telecommunication Engineer.
  • Ensure all site telecom activities comply with KBR HSE requirements and promote safe working practices.
  • Verify compliance with applicable international standards (IEC, ITU‑T, TIA/EIA, ISO/EN).
  • Ensure quality control, inspection, and documentation processes are correctly implemented for telecom systems.

Minimum Requirements

  • Bachelor’s Degree in Electronics and Communication Engineering (Telecommunications or equivalent).
  • Minimum 15 years of experience in telecom engineering, with strong site‑based EPC/EPCM experience in Oil & Gas projects.
  • Proven leadership experience in site execution, installation, testing, and commissioning of telecom and security systems.
  • Strong understanding of telecom construction practices and applicable international standards.
  • Experience working on brownfield and operating facilities is highly preferred.
  • Ability to interpret and enforce engineering design intent during construction.
  • Strong coordination, communication, and leadership skills in multi‑disciplinary site environments; proficiency in English is mandatory.
  • Proactive, delivery‑driven, and safety‑focused mindset.
