This Business Officer position provides programmatic leadership and guidance to the Office of Economic Opportunity and Compliance (EOC) and all the programs within. This position ensures the operational integrity of the office through the processing of key activities. The position will ensure provide specific procurement and HR support to the HBCU unit as well as general support to the EOC. This position will be the point of contact in resolving issues and questions from staff as well as those external to the office either within NCDOT or external stakeholders. The position will coordinate Technology ordering and receipt as well as tracking and will assess technology needs. This position will ensure appropriate and ongoing communication occurs with staff and stakeholders. The selected candidate will be expected to work independently with a high level of accuracy and to meet deadlines for processing hiring packages. Experience leading a team, reviewing or supervising the work of others is not required but would be beneficial.
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC14 $52,592 - $92,036
Management prefers applicants with the following:
- Procurement experience
- Experience managing fixed asset inventory
- Experience administering human resources programs
- Experience composing and disseminating written communication
- Experience managing and tracking required business reports
Minimum Education and Experience

Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role, or an equivalent combination of education and experience.
