PRIMARY DUTIES & RESPONSIBILITIES
Salary to be commensurate with experience
The hiring range for this position is $63,816.00 - $79,770.00

OVERVIEW OF POSITION / DEPARTMENT
Under the direction of the Manager of Talent Acquisition in Human Resources, the Talent Acquisition Specialist will have experience in all functions of recruiting, hiring, and retention. This position provides the highest level of customer service by fostering positive relationships with internal and external customers. This specialist has a passion for growing the organization and has a desire to help our employees embrace our diverse culture and enact positive change.
PRIMARY DUTIES & RESPONSIBILITIES
Assist with the creation of internal and external employment advertisements through various job boards, social media, and government recruiting agencies.
Reviews and evaluates job applications.
Assesses applications and prepares certifications lists for referral to hiring managers.
Maintains applicant tracking systems and records.
Ensures compliance with all federal and state employment laws and regulations.
Provides guidance and assistance on interviewing and selection techniques and procedures.
Develops and executes city-wide strategies including DE&I hiring, internships, community outreach, and sourcing.
Execute new hire onboarding process; conditional offer creation, background/drug screen coordination, final offer clearance.
Conduct exit interviews and investigation support.
Plan, manage, and evaluate special projects within the department.
Provides information and assistance to applicants, current employees, and departments on the City's HR policies and procedures.
Partners with internal departments on position management and maintenance.
Assists in the development of job qualifications and requirements.
Performs additional duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
Bachelor's Degree in Human Resources, Business/Public Administration, or directly related field.
Experience:
At least 3 years in human resources profession with an emphasis in recruiting, hiring, and talent acquisition.
Preferred Qualifications:
PHR or SHRM certified professional
Experience with managing high-volume, fast paced recruiting.
Knowledge:
Knowledge of human resources processes and procedures; personal computer and related software applications including word processing, database, and spreadsheet applications.
Skills:
Strong interpersonal skills with demonstrated capabilities in public relations and communications and to be comfortable with public speaking of various size audiences.
Abilities:
Ability to analyze data and make appropriate recommendations.
Establish and maintain effective working relationships with employees, managers, and citizens.
Handle sensitive situations with tact and diplomacy.
Make accurate math calculations and keep detailed records.
Set priorities and work with minimal supervision.
Interact knowledgeably with staff and public in person, by phone or Microsoft Teams.

WORKING CONDITIONS
Essential Personnel:
When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
Sedentary Physical Work lifting up to 10 pounds with or without assistance.
Frequent lifting, carrying, walking, and standing.
Frequent hand/eye coordination for operation of office equipment.
Vision for reading and interpreting reports and data analysis and preparation.
Frequent speech communication, hearing and listening to maintain communication with employees and citizens.
Work Environment:
Works primarily in an office environment.
Potential to work from home.
Equipment Used:
Uses standard office equipment including personal computer and common office software such as email, internet, Word, Excel and menu driven databases as a part of the Library automated systems.
This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.

Applicants selected for safety-sensitive positions are required to complete and pass a drug screening as a condition of employment. Safety sensitive positions include Civil Service positions within Police and Fire Departments and positions where their job responsibilities have direct and substantial responsibility that would impact the health and safety of others.
Employment references will be conducted on finalists for City of Aurora vacancies.
