[What you will be working on]
The Lead Product Manager leads STB’s employee productivity product portfolio and manages multiple product teams to deliver measurable improvements in staff experience, efficiency and operational effectiveness. Reporting to the CIO, the role supports the CIO by driving strong product management practices (strategy, discovery, delivery and measurement) across the portfolio, and by ensuring teams are set up with the right enablers (resourcing and pragmatic guardrails). This is a people manager role, accountable for team performance, capability development and hiring.
Key Responsibilities
Product Strategy & Portfolio Leadership
- Own the product vision and rolling roadmap for STB’s employee productivity products, aligned to STB priorities and CIO direction.
- Translate productivity and service outcomes into clear OKRs, success metrics and benefits realisation plans; track and report progress to senior stakeholders.
- Lead portfolio prioritisation and investment trade-offs across products and squads based on impact, risk, effort and dependencies.
- Identify opportunities to simplify and reuse common capabilities and tools within the employee productivity portfolio to reduce duplication and improve sustainability.
Product & Team Leadership
- Lead and develop high-performing product teams (Product, Design, Engineering, Data/QA, Ops), setting clear direction, decision rights and ways of working.
- Manage and grow team capability through coaching, performance management, development planning and role design; build a healthy, inclusive team culture.
- Partner engineering and design leads to ensure strong delivery discipline while preserving product outcomes and user value.
- Own workforce planning for the product portfolio (headcount, roles, capability gaps, sourcing mix) and lead hiring/onboarding to build the right teams.
Discovery, Delivery & Adoption
- Lead product discovery to understand officer needs and pain points (e.g., journey mapping, workshops, research), and translate insights into validated product decisions.
- Set outcome-focused product requirements (including non-functional requirements) and ensure solutions are usable, secure and operable.
- Oversee end-to-end delivery across multiple squads, including release planning, dependency management and go/no-go decisions.
- Drive product adoption and change management (communications, enablement, clinics, feedback loops) and iterate post-launch based on data and user insights.
Portfolio Planning & Enablement
- Provide portfolio planning inputs (roadmap phasing, resourcing, budget assumptions) and track delivery at a level that supports timely decision-making.
- Advise the CIO on investment choices and sequencing, with clear options and recommended trade-offs.
- Coordinate with Finance/Procurement and external partners as needed to secure services and licenses required for delivery and continuity.
Delivery Readiness & Risk Management
- Work with security, architecture and operations stakeholders to ensure products are ready for launch and run reliably.
- Ensure key non-functional and operational needs (e.g., access, supportability) are considered early in product decisions.
- Keep a clear view of portfolio risks and delivery issues, and escalate early with recommended actions.
Stakeholder Management & Reporting
- Engage senior leaders and line units to align on problems to solve, prioritisation, and expected productivity outcomes; manage expectations and decision-making.
- Provide regular portfolio reporting to the CIO (progress, risks, budget, benefits, adoption), and drive timely resolution of cross-team blockers.
- Build partnerships across STB (e.g., HR, Finance, Procurement, Corporate Comms, Ops teams) to ensure products are adopted and embedded into day-to-day work.
[What we are looking for]
- Degree in Information Systems, Computer Science, Engineering, Business, or related discipline.
- 8+ years of relevant experience in product management, digital transformation, or technology delivery, with at least 3 years leading product teams and/or managing a product portfolio.
- Demonstrated people management experience (e.g., hiring, coaching, performance management) leading multi-disciplinary teams.
- Proven track record delivering enterprise/internal-facing digital products that drive measurable productivity, service quality, or operational efficiency outcomes.
- Experience contributing to portfolio planning (e.g., budget inputs/forecasting) and partnering corporate stakeholders to secure the resources needed for delivery.
- Working knowledge of security, risk and compliance considerations for digital products, with the ability to partner assurance stakeholders to meet required standards.
- Strong product leadership: ability to set direction, make trade-offs, and drive teams towards measurable outcomes.
- Excellent stakeholder management and influence skills, including engaging senior management and aligning cross-functional teams.
- Comfort with ambiguity and complex problem-solving; able to structure problems and drive decisions.
- Data-informed decision making: defines metrics, uses qualitative and quantitative insights, and evaluates impact post-launch.
- Strong planning and value mindset: able to connect outcomes to costs, manage constraints, and deliver value-for-money.
- Clear written and verbal communication; able to translate between business outcomes and technical considerations.
