Northrop Grumman Aeronautics Systems has an opening for a Program Director 2 to join our team of qualified, diverse individuals within our Advanced Technology Development Center (ATDC). The Program Director is a key leadership position within the ATDC management framework. This leadership role will be located in either Rancho Bernardo, CA, Palmdale, CA or El Segundo, CA

The Operating Unit (OU) Director will report directly to the ATDC Program Vice-President.

The Program Director manages all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contracts and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration, and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.

The selected individual will lead a highly technical and complex Development Operating Unit (OU). The chosen candidate requires extensive knowledge and understanding of software development and hardware design, build and integration. This individual will lead the team as the senior management interface in developing and maintaining relationships with suppliers within the technology domain. The OU Director will also lead and manage supplier technical performance, working closely with Global Supply Chain (GSC) to ensure incorporation of unique program requirements into supplier SOWs.

Key functions of the selected candidates will be as follows:

  • Act in partnership with the Program and Deputy Program Manager to set the policy, vision, and strategy of the program.

  • Ensure overall budgets, schedules, and performance standards are met.

  • Responsible for successful program operations and program activities of major significance.

  • Represents the program as a prime internal and external contact on various program matters.

Responsibilities include, but are not limited to:

  • Direct all aspects associated with planning, implementation, and execution of the OU to satisfy the program’s key objectives.

  • Provide planning and EVMS management to satisfy the contractual SOW.

  • Ensure primary tasking is properly represented by the Integrated Master Schedule (IMS).

  • Provide leadership of a multidisciplinary team to accomplish the SOW tasks within the program schedule and budget constraints.

  • Lead a team to resolve technical issues within the OU.

  • Manage suppliers to meet key deliveries within the schedule and cost requirements.

 Basic Qualifications:

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below:

  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.

  • 5 years of formal Leadership Experience in a People Leadership Manager Role.

  • Must have an active U.S. Government Top Secret clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).

  • Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determined by the company.

Preferred Qualifications:

  • Experience managing revenue, profit and cash performance of programs.

  • Experience leading in team environment, teach/mentor others to manage in same way.

  • Experience leading a proposal or capture efforts

  • 10+ years’ experience with capture, design, development, EMD, low-rate initial production and full rate production.

  • Ability to resolve conflict and negotiate with positive outcome while maintaining good relationships with customers.

Primary Level Salary Range: $266,300.00 - $399,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
