LA28 is the independent, non-profit, privately funded organizing committee for the Los Angeles 2028 Olympic and Paralympic Games. Manager, Sport Workforce and Planning

The Sport Workforce and Planning Manager will play a critical role within the LA28 Sport team, leading on Games-time workforce and centralized planning deliverables, operations and services of the Sport function. This role will report to the Head of Sport Planning and Operations and work across Sport, including Competition Management, to progress function planning deliverables related to the strategy development, recruitment, and training of Sport’s workforce.    

The role will be expected to collaborate within the Sport department as well as other LA28 functions within (i.e. Event Management, Village, Transportation, Logistics, etc.), and across the organization (including but not limited to People Management, Finance & Procurement, Legal, Communications and Technology).   

Key Responsibilities:

Sport Workforce Planning and Development 

  • Lead on Sport Workforce planning for testing, test events and Games-time, including National Technical Officials and Sport Skilled Volunteers, to ensure LA28 has a robust and skilled sport workforce for all Olympic and Paralympic sports  
  • Coordinate with People Management and Workforce to ensure Competition Management and Sport Planning & Operations meet all centralized deliverables for workforce planning, recruitment, and training  
  • Manage the National Technical Officials and Sport Skilled Volunteers candidate pool assessment and development requirements, coordinating with National Governing Bodies (NGBs) and the local sport community   
  • Support development of entitlement policies and procedures for National Technical Officials and Sport Specific Volunteers and centralize processes for Sport Managers  
  • Project manage all testing, test event and Games-time headcount planning activities for Competition Management and Sport Planning & Operations ensuring consistency across each sport and operation while addressing any sport specific requirements  
  • Act as the stakeholder representative for sport workforce with the Workforce function, ensuring that the unique needs of sport workforce are addressed in all workforce entitlement and policies for services such as food and beverage, uniforms, accommodation and transportation  
  • Support development of timelines, calendar and budget for National Technical Officials and Sport Skilled Volunteers training opportunities and support in-person training workshops with NGBs, IFs, and sport community  
  • Support recruitment and hiring of Sport Planning and Operations team members    
  • Program manage Sport’s Games-time workforce training plan and content development  

 Sport Planning, Program Management, and Function Reporting 

  • Act as a point of entry in Sport for other LA28 Functions to request sport information on related workstreams for planning purposes  
  • Coordinate with Sport Competition on the collection and validation of centralized requests for planning information from other Functions   
  • Validate and update key sport information within the LA28 Data Warehouse and other source of truth documents  
  • Provide reports and updates on the status of related milestones and deliverables within the Sport department  
  • Author Sport updates, presentations and reports on relevant topics to be used internally and externally to communicate progress and issues within the Sport department  
  • Support the development of budgets and projects plans with well researched and validated information  

 Other Projects 

  • Support project management for additional Sport Planning and Operations workstreams until dedicated resources are in place, including:   
  • Review and feedback on other Function policies and procedures that impact Sport and sport stakeholders (e.g., Athletes), including but not limited to Transportation, Accessibility and Food and Beverage.  
  • Lead on cross-functional projects that involve sport operations and stakeholders, presenting assessments of sport specific requirements and service levels across competition and training venues 
  • Work closely with National Olympic & Paralympic Committee Services and Sport Competition Management to support Pre-Games policies, communications, and virtual presentations   

Background and Requirements 

  • 5+ years’ experience in project and program management, ideally in the sport’s industry  
  • Bachelor’s degree required
