Summary
The Office of the Registrar at Barry University seeks a full time VA Educational Benefits Coordinator-School Certifying Official.
The VA Educational Benefits Coordinator – School Certifying Official position functions as a team member of Enrollment Services, reporting to the Associate Registrar, under the Division of Enrollment and Marketing. This position serves as the primary VA School Certifying Official for the University, ensuring that Barry University remains in compliance with the Department of Veterans Affairs and the VA State Approving Agency. This position is responsible for supervising all Student Veteran Services staff and VA work study students, administering federally sponsored Veteran's Administration Educational Benefits for student veteran's including eligible dependents, and overseeing the Vocational Rehabilitation program in coordination with VA counselors. Collaborates with faculty and administrative staff to ensure registration-related questions/issues are in accordance to Veteran Administration (VA) and University guidelines.
Essential Functions
Serves as the Primary VA School Certifying Official:
The School Certifying Official (SCO) is a representative of an educational institute or training establishment who is authorized to submit enrollment certification to DVA (Department of Veterans Affairs) for VA education benefits. School Certifying Official Responsibilities include:
Responsible for interpreting and explaining VA regulations and how changes may impact students using VA benefits.
Keep VA informed of the enrollment status of students receiving VA education benefits;
Ensure that only those courses that apply to the student’s program are certified;
Monitor student grades to ensure the student is making satisfactory progress, and report probation and termination as needed;
Monitor attendance (if applicable), and report violations of school attendance policy;
Monitor student conduct and report when student is suspended or dismissed for unsatisfactory conduct;
Notify school supervisors of internal problems that may affect timely reporting of enrollment or changes to enrollment of students receiving VA education benefits;
Notify the State Approving Agency (SAA) of any substantive program, policy, and approval criteria changes, and
Notify the VA Education Liaison Representative (ELR) of any changes to SCO staff.
Ensuring that VA students are aware of their responsibility to the school, and
Understanding how progress, conduct, registration and attendance can impact benefits and cause student debt.
Keep us to date on state and federal regulations and benefits:
Read and maintain VA advisories and bulletins;
Keep up to date on state regulations and state education benefits for veterans and eligible persons, and
Attend training opportunities
Maintain records of VA students and make all records available for inspection by DVA or the SAA:
Retain file (hardcopy or electronic) of certification documentation, records of academic progress, degree plan pursuit, prior credit transcripts and evaluation, registration documentation, tuition and fee charges, school application, enrollment agreements, and other applicable student documentation;
Maintain records for at least three years following the student’s last date of attendance, and,
Ensure that records are kept in a safe place and that the privacy of VA students is protected.
Responsible for the oversight and management of the Student Veteran staff and responsibilities:
Oversee the daily functions of Student Veteran Services to ensure that staff is properly trained performing duties as assigned
i)Certifying duties are processed correctly and timely
ii)Veteran Event Planning
iii)Lounge is properly managed
iv) VA work-study supervision is complying
Reports and Forms
- Run and analyze enrollment reports and tuition and fees certification reports each term.
- Run reports of student veterans eligible for payment plans and submit to CBO each term.
- Complete annual military /friendly report and submit.
- Generate quarterly board reports on all student veteran & military services.
- Run and Analyze yellow ribbon program annually.
- Maintain all student veteran forms with current contact and web address information. Maintain and update VA webpage as required.
VA and State compliance responsibilities
Produce and submit updated academic program spreadsheet with new catalogs and catalog submission forms to the VA State Approving Agency annually
Respond to all catalog submission issues and denials.
Prepare required files and data for annual compliance visits.
Update VA Once program listings of VA approved programs as per the annual VA WEAMS report.
Qualifications/Requirements
A Bachelor's degree in Business, Communication, Education or other related major is required.
Experience working as a VA School Certifying Official, or prior experience working with active duty/veterans and the ability to become a School Certifying Official within 30 days of hire
3-5 years of experience in a leadership role at a college or university and/or an administrative/office setting.
Experience serving in the armed services, or working with the military and/or other related VA programs and regulations.
Advanced skills in Microsoft Office Suite, Adobe, Knowledge of Colleague or any other student data base.
Excellent communication skills, verbal and written.
Advanced mathematics skills for calculating Tuition and Fees for Yellow Ribbon Students (tuition agreement between Barry and the VA) as well as analytical skills needed when determining which grants/scholarships should be included when submitting enrollment information to the VA.
Experienced handling high-volume records management in both digital and hard copy format, office organization, detail oriented
Must be able to communicate with credibility and confidence when responding to students, VA auditors and faculty/staff inquiries.
This is an in-person position.
