The F-35 Lightning II Program is the DoWs focal point for defining affordable next generation strike aircraft weapon systems for the Navy, Air Force, Marines, and our allies. The F-35 will bring cutting-edge technologies to the battlespace of the future. The JSFs advanced airframe, autonomic logistics, avionics, propulsion systems, stealth, and firepower will ensure that the F-35 is the most affordable, lethal, supportable and survivable aircraft ever to be used by so many warfighters across the globe.

As a Lead Requirements Analyst, the work you’ll do at GDIT will be impactful to the mission of our F-35 Lightning II Program in Arlington, VA:
We are seeking a Lead Requirements Analyst & PMO SME to manage a team of Requirement Analysts and provide project management best practice guidance as part of the project portfolio team. The primary focus of this role is to lead the team in defining, documenting, and managing testable system requirements in accordance with industry best practices (i.e., INCOSE Systems Engineering Handbook and IEEE standards), and to provide guidance and work product review of project artifacts in accordance with PMBoK and CMMI best practices.
In close partnership with the Project Portfolio Manager, this lead will play a critical front-end role in reviewing customer needs and eliciting initial requirements. The successful candidate will be a hands-on leader, guiding their team through the crucial Requirements phase to capture robust functional requirements that form the foundation for successful project execution.
Team Leadership & Requirements Engineering
Lead, mentor, and manage a team of Requirement Analysts, overseeing their day-to-day activities and professional development.
Ensure all requirements are testable and documented in accordance with industry best practices, including the INCOSE Systems Engineering Handbook and relevant IEEE standards.
Lead the team's resources during the Requirements and Design phase to capture, analyze, and document detailed functional requirements.
SME Review of Project Management Artifacts
Provide SME review of project lifecycle planning to ensure seamless transitions between phases.
Review and provide expert assessment of project schedules, action items, and risk registers.
Advise on the effectiveness of quality control gates for all technical work products.
Promote continuous process improvement by advising on the application of principles from frameworks such as PMBoK and CMMI.
Portfolio & Stakeholder Engagement
Work directly with the Project Portfolio Manager to review new customer needs and provide initial analysis and feedback.
Lead and facilitate requirements elicitation sessions with stakeholders to translate high-level customer needs into detailed requirements.
Serve as the primary point of contact for all requirements-related communication with clients and stakeholders.
Present and validate requirements with stakeholders to ensure consensus and clear understanding before design and development begin.
Establish and champion best practices, processes, and quality standards for requirements engineering within the team.
WHAT YOU’LL NEED TO SUCCEED:

Security Clearance Level: Active Secret clearance
Required Experience: 6 years of professional experience within large and complex enterprise/corporate environments.
Documented experience working with acquisition policies and procedures.
Experience working with large scale systems for an organization with widely distributed geographic sites.
Documented managerial experience leading employees supporting IT services.
Certification Requirements: PMP and ITIL Foundations Certifications (ITIL can be obtained within 3 months of hire date).
Education: MA/MS/BA/BS degree. Allowable substitution: An additional 6 years of related experience without a MS/MA Degree or 4 years of additional related experience with an AA/AS degree.
