The PIVOT-TPT (Private provider–led Integrated Virtual & Outreach for TPT) is a TIFA (Tuberculosis Implementation Framework Agreement) Health Commitment Grant supported project to be implemented by PATH under the guidance of the NTEP (National Tuberculosis Elimination Programme). The project aims to pilot and generate evidence for a digitally enabled, private provider–led model that expands access to both facility-based and home-based Tuberculosis Preventive Treatment (TPT) services for household contacts (HHCs) of persons with TB (PwTB) seeking care in the private sector, ensuring high initiation and completion rates in alignment with NTEP guidelines.
The project will be implemented across three high-burden districts of Mumbai (Govandi, Sion and Kurla) in Maharashtra and two aspirational districts of Odisha (Kalahandi and Koraput), having substantial gaps in systematic contact listing and TPT initiation in patient seeking care in private sector. The model integrates virtual TPT clinics, tele-consultation, standardized digital screening workflows, mobile diagnostic services, and doorstep delivery of TPT medicines to strengthen the identification, screening, and initiation of eligible household contacts on TPT.
The project will operate under NTEP stewardship and leverage national digital platforms such as Ni-kshay and TB Arogya Saathi, engaging private hospitals and clinics, district and state NTEP teams, PPSA partners, digital and logistics agencies, and household contacts of TB patients to ensure seamless coordination and accountability throughout the TPT cascade.
About the position:
The Project Lead, under the overall supervision of Deputy Director-TB, PATH and under the guidance of the State TB Officer, Maharashtra and Odisha, will be responsible for providing overall day-to-day leadership for planning, overseeing implementation of the entire project in both states (Maharashtra and Odisha), and providing direct supervision of operations in Mumbai, Maharashtra. Thus, the Project Lead will provide a dual role - as overall project lead and Maharashtra state operations manager. S/he will monitor all project activities across Maharashtra and Odisha, directly managing core activities and coordinating with technical partners on digital tools, diagnostics, drug supply, and delivery models. S/he will lead NTEP reviews, data-driven performance management, and documentation and handover of innovations to ensure timely achievement of multi-state milestones linked to performance-based payments.
Responsibilities:
Provide overall strategic and operational leadership for the PIVOT-TPT project across Maharashtra and Odisha, ensuring alignment with NTEP priorities and project objectives.
Lead partnership formalization activities including introductory meetings with State and District NTEP officials to formalize technical support and develop operational plans.
Oversee recruitment and onboarding of project staff including State Operations Lead, District Programme Coordinators, Data Manager and Hub Managers.
Lead private provider mapping, readiness audits, and selection of potential private providers for setting up TPT clinic hubs across 3 districts in Mumbai and 2 districts in Odisha.
Formalize engagement with at least 20 high-load private providers through NTEP certification and on-site clinical induction on TPT protocols, digital workflows, and Ni-kshay reporting.
Coordinate the development and deployment of the virtual TPT clinic platform, including customization of digital tools for tele-consultation scheduling, clinical workflows, and adherence tracking.
Oversee establishment of end-to-end diagnostic services including portable digital X-ray, QuantiFERON Gold Plus-IGRA, and NAAT in Mumbai, ensuring integration with project operations.
Ensure supply chain management of TPT drugs and pilot doorstep delivery through logistics partners, monitoring delivery turnaround time and beneficiary adherence.
Lead strategic demand generation activities including rapid qualitative analysis of provider readiness, barriers, and hesitancy, Continuing Medical Education (CME) sessions, and development of Demand Generation Framework cum toolkit with Private sector demand analytics manager.
Lead monthly review meetings with District TB Officers and quarterly review meetings with State TB Officers to analyze performance, identify bottlenecks, and undertake corrective actions.
Conduct supportive supervision and data quality assurance visits to all TPT clinics in Mumbai, including patient validation through home visits.
Coordinate joint data quality assurance visits with TIFA, PATH India HQ, State NTEP officials, and GOI TB consultants.
Oversee expansion of TPT clinic operations to additional 15 private facilities in Mumbai through skill transfer to PPSA and district staff.
Lead NTEP handover meetings for job alignment and duty transfer, developing sustainability and transition plans in consultation with State and District TB Officers.
Monitor achievement of project KPIs including provider mapping, clinic operationalization, tele-consultation reach, contact screening, TPT initiation and completion rates.
Coordinate with technical partners including digital platform vendors and diagnostic service providers.
Undertake extensive travel (approximately 40-50% time) within Maharashtra and to Odisha for project implementation, review meetings, and coordination with NTEP officials.
Submit monthly and quarterly progress reports, and document achievements, best practices, and learnings for internal and external sharing.
Perform any other project-related tasks assigned by the supervisor.
Qualifications and competencies required:
Postgraduate degree in Public Health/Health Administration/Medicine/Social Sciences or equivalent from a recognized university in India.
Minimum 10-12 years of experience in public health program management, of which at least 5-6 years should be in TB elimination programs at state or multi-state level.
Strong experience in managing complex, multi-stakeholder projects involving government partnerships, private sector engagement, and digital health innovations.
Demonstrated experience in private sector engagement models, public-private partnerships, and health systems strengthening initiatives.
Experience in project leadership with direct responsibility for milestone-based deliverables, budget management, and team supervision.
Strong understanding of NTEP guidelines, TPT cascade, Ni-kshay systems, and TB care pathways in both public and private sectors.
Excellent analytical and problem-solving skills with ability to use data for decision-making and performance management.
Experience with digital health tools, tele-consultation platforms, and health information systems.
Strong communication, negotiation, and stakeholder management skills with ability to work effectively with government officials, private providers, and technical partners.
Proficiency in Advanced Excel, data visualization tools, and project management software.
Fluency in English, Hindi, and Marathi is required.
Ability to work independently, manage multiple priorities, and thrive in a fast-paced environment with demanding timelines.
The position requires extensive travel within Maharashtra and to Odisha (approximately 40-50% time) for project implementation, supervision, and coordination with NTEP and private sector stakeholders. We are looking for a self-motivated, hard-working, energetic, and creative individual who is a strong leader and people's manager and is comfortable working in a fast-paced/changing environment.
